Water quality study on hold for more talk

EXETER -- Let's talk about it.
That's what Exeter council decided at Monday
night's meeting to do about a proposed ground-
water management study.
The study is recommended by Goderich's B.M.
Ross and Associates, Exeter's engineering consul-
tants. B.M. Ross's Steve Burns outlined in a report
that Exeter could get • a more than 80 per cent
grant from the province to pay for the costly study
($200,000+). It would cost about $5,000 to apply
for the grant with all of Exeter's share of the
study costs coming from Exeter Hydro Electric
Commission's water budget.
In his summary report to council, chief adminis-
trative officer Rick Hundey said the HEC and
Burns "feel the study would . be valuable to deter-
mine more exactly the nature of the aquifer, of its
potential vulnerability and of any steps that might
be taken to reduce the risk of contamination of
any of the wells" that supply the town's drinking
water.
After much discussion, council decided to hold
off their verdict on whether to go ahead with the
grant application till they can meet with Burns at
a committee of the whole meeting on either Sept.
27 or 28, depending on Burns"availability.
Hundey noted Huron County is doing a similar
but much less detailed study on private wells in
the townships.
Coun. Robert Drummond said he has. a .problem
with going ahead with the study since anyone who
has lived in the Exeter area for an extended peri-
od of time knows where the town's water supply
comes from.
"The idea that we are going to spend $200,000
on this baffles me," he said. "There isn't an item
we don't either know, can find out about and can
solve using common sense."
Drummond and Coun. George Robertson were
the only nay votes for going forward with the
grant application. Later in the meeting council
agreed to put off applying for the grant so coun-
cil's committee of the whole could get more infor-
mation from Burns upon Robertson's urging.
Clerk -treasurer Liz Bell later said. doing the
study would be a good idea when it comes to lia-
bility if someone gets sick due to poor water qual-
ity. She added the county should include urban
areas in its water quality study.
Hundey replied the county study isn't complex
enough to deal with .urban systems and he didn't
get a. "clear answer" from the county on why its.
study is so limited in scope.
Council also decided to shelve detailed discus-
sion on the town's new emergency plan devised
by Exeter Fire Chief John Morgan and the parks
and recreation planning report titled the `Leisure
Services' report.
Council received but deferred the new emer-
gency plan • so some "fine tuning" could,be done
before its adoption. Council noted Morgan used
Stephen Township's emergency plan: as, a tem-
plate. •
Council decided to wait to discuss the parks
report to get more of a chance to read the lengthy

Equipment stolen

GRAND BEND -- Several pieces of equipment
were stolen from a boat docked along the
Ausable River in Grand Bend sometime between
9 p.m. Sept. 12 and 4 p.m. on Sept. 16.

Lawnbowlers lauded
Exeter Lawnbowling Club members Peter and
Gloria McFalls were honoured with plaques from
council on the club's recent accomplishments.
Gloria was a member of a women's fours team
that won the Ontario and Canadian champi-_
onships this summer. Team skip Andrea Weigand
couldn't attend the meeting.
Gloria compared the all -Canadian title to curl-
ing's Tournament of Hearts, the Canadian
women's curling championship.
Peter McFalls was honoured for winning the
bronze medal at the Ontario Singles Lawn
,Bowling .championships and for coaching the
women's fours team to the .Ontario championship.
The McFalls' and Weigand's names .will be
placed on the South Huron Rec Centre plaque rec-

John and Lia Snell were directed to first
approach Hay Township about their request to
extend Exeter's water service into Hay to service
their home, Huron Tractor and Davis Moore
Fuels, all located just north of town limits along
Main Street's west side.
Mayor Ben Hoogenboom said council needs to
first talk about the issue and then talk .with Hay
council to see if a deal can be made.
BRA size reduced
Council endorsed changes to Bluewater
Recycling Association's first bylaw governing how -
many times BRA meets and how many directors it
has.
The BRA board of directors will meet semi-
annually now instead of quarterly since the recy-
cling industry has stabilized. The board will also
be comprised of eight members instead of 12 to
reflect recent or proposed municipal mergers.
