"Some school closures are inevitable." Closures were a hot issue a year ago as the board struggled with provincial decrees that the Huron and Perth school boards amalgamate into what became Avon Maitland, and that costs - be cut in the process. No schools were cut at the time, but Rachlis says closures are now unavoidable, "I don't see any other way we can continue to provide excellent education for students," he told the media fol- lowing his presentation. The problem, according to Rachlis, is that enrollment has been declining and is projected to continue its down- ward spiral over the next four years. This is due to declining student -age population, as well as loss of stu- alb. dents to other boards and schools in the area. The switch from a five-year to four-year high school curriculum adds to the.. trend, since it will eventually mean there are fewer students in high school. He pledged to work for the addition of French Immersion into the Avon Maitland board, which could bring back or retain students who may otherwise seek such programs elsewhere. French Immersion almost became a reality last year, but fell apart because the board couldn't establish transportation for interested students. A generic example •. But Rachlis suggests the most important way or deal- ing with declining enrollment is through the elimination of school space. And though he refused to say if he knew exactly how many schools that meant, he did offer the generic example of a community with one secondary school and two elementary schools.
