At Monday's meeting,-/ council discussed amending their animal control bylaw to include restrictions on danger- ous dogs. The discussion was sparked by an earlier delegate's request the village investigate clamping down on problem dogs. King St. resident Charlene Speir ap- pealed to council to consider passing leg- islation requiring dan- gerous dogs to , be leashed and ' 'muzzled when off their owner's property and taJae safe- ly confined by a strong fence and leash while on their own property. She cited pit bull ter- riers, pit brill crosses and Rottweilers as po- tentially dangerous dogs and said she knows of five pit bulls in the village. Village administrator Luanne Phair . said no pit bulls are registered in Hensall. "I don't want them walking down the street without a muzzle," said Speir. *They can't be called off once they at- tack." She also rec- ommended council con- sider laying hefty fines for non -complying dog owners. "It would be ideal if pit bulls could be banned altogether but I know that isn't going to happen," she told coun- cil. "I'm not against own- ers but not all owners are responsible," said Speir, who is fearful someone is going ,to be attacked by one of these dogs. . "Everyone is at risk," she said. Last month, a 27 - year -old woman was approached by an un- leashed pit bull near a Richmond St. residence growling and baring its teeth. The dog's owner is an unidentified man who is new to the vil- lage. - On June - 14 and 15, Jamie Caldwell, the _vil- lage's bylaw enforce- ment/animal control of- ficer, talked to . the dog's owner about the encounter. Since the incident two petitions have been cir- culated through the vil- lage -- one calling for stricter enforcement of existing bylaws on an- imal control and the other seeking to com- pletely ban pi' bulls. from Hens_ Looking at their options Phair provided coun- cil with examples of animal control legisla- tign from Waterloo and Wingham dealing with dangerous dogs. Council discussed their options for amending the village's existing animal con- trol bylaw, including adding control meas- ures for "potentially dangerous dogs" and raising licensing fees. Council . finally passed a motion to have Phair draft sam- ple amendments be- fore they make - any concrete changes to the existing bylaw. Zurich to look into emergency preparedness ZURICH -- The vil- lage is looking into de- veloping a plan to deal with emer- gencies. Coun. Marg Holmes reported to council at Monday night's meet- ing it is necessary for the village to have a plan to protect the health, safety and welfare of its citizens in the case of . emer- gencies. Holmes said she at- tended an information meeting on emer- gency preparedness in Hensall in June and said in order for the village to create an emergency preparedness plan it needs to form a control group which would include people such as Reeve Dwayne LaPorte, clerk -treasurer Charlene Overholt, po- lice officers and medical staff. Holmes said any plan would have to be co- ordinated with the vil- lage's school emergency plans and those of neigh- bouring communities.
