Council approved the budget at Monday night's meeting. The budget will see the village collecting $156,084.10 for general tax purposes, the same figure as last year's. Reeve Dwayne LaPorte is pleased about the bud- get, he said, especially becattse village tax rates have seen significant increases in the past few years. He said it is nice to table a budget with no increase. Coun. Brad Clausius also said he is sat- isfied with a zero per cent increase. Clerk -treasurer Charlene Overholt said the rea- son council was able to hold the line on taxes was a surplus of $31,732.97 and the fact there was nothing new downloaded from the province to the ea municipality. Also, road costs came in under budget at $54,731.21 in 1998. Council had budgeted for expenses of $63,429.81. While council passed its budget, Overholt said bills won't yet be sent out because the municipali- ty still has to wait for the 1999 capping provisions from the province. Overholt said Bill 79 stated taxes couldn't increase more than 10- per cent in 1998, five per cent in 1999 and five per cent in 2000. However, Overholt said taxes in 1998 did exceed the cap because of things like assessment and download - Ing As a result, properties in the commercldl, indus- trial' and multi -residential classes, in the new caj%ped class, can't get their tax bills because the government hasn't finalized - new capping regula- tions. Originally expected in May, they now won't be done until the fall, Overholt said. appy about office location rScop Nixon TIMES -ADVOCATE STAFF HAY TWP. -- Hay Township is still unhappy with the planned loca- tion for the municipal office of the five amalgamating municipalities to the north. While the group of Hay, Hensall, Zurich, Bayfield and Stanley Township has agreed the municipal office for the new municipality, pro- posed to become official on Jan. 1, 2001, will be at the Stanley Township Complex, Hay has argued it ch ,illd be in a more central loca- tion ter faxed to the other . four I ,palitles, after a July 5 deci- sion, Hay council said while it does Rash of brcakins EXETER -- Exeter's Ministry of Transportation licensing office was just one of six licensing offices targeted by thieves last week. London OPP Const. Doug Graham confirmed between last Thursday night and Friday morning, thieves broke in the Exeter office located on 388 Main St. and stole a small amount of cash. During the same night thieves also made off with cash from licensing offices in St. Marys and Clinton. The Lucan and Lambeth licensing offices were also hit but nothing was stolen from the Lambeth office and the thieves failed to gain entry to -the Lucan office. support the group's restructuring initiatives, it will not sign the deal until the group agrees that a transi- tion board will decide where the municipal office is located. The fax says Hay "council strongly feels that the locations of the munici- pal office is as essential to the effi- cient operation of the new munici- pality as many of the other items that are being dealt with by the transition board." Hay requested the location issue be put on the agenda for the amalgamation group's next meeting, still unsched- uled as the T -A was going to press. During Zurich's council meeting Monday night, Reeve Dwayne LaPorte said he doesn't have a problem with Hay's motion, 3 although he said a transition board will also probably decide the new office should be in Stanley Township, Coun. Marg Holmes argued the group has already decided on the location and the subject should be closed. "They just keep flogging a dead horse here as far as I'm con- cerned," Holmes said of Hay Township. Hay Reeve Jim Love was unavail- able for comment as the T -A was going to press Tuesday morning, but clerk -treasurer Janisse Zimmerman said Hay's intention with the letter was to reopen the issue for discussion.
