shot and injured by an abr
gun during a drive-by
shooting Saturday at 2:30
p.m.
The 53 -year-old victim_"
was watering flowers on
his property located on
County Rd. 3 between
Seaforth and Brucefield
when the incident
occurred. The man
received a small abrasion -
to his leg and was later
treated and released from
a local hospital.
The victim said after the
shooting he saw a white
1989 Ford Crown Victoria
speeding off westbound •
on County Rd. 3 towards
Brucefield.
Police are still invests -

South Huron votes down single -tier

EXETER -- South Huron said a big no
to a single -tier Huron County govern-
ment at county council last week.
The reeves from Exeter, Usborne and
Stephen townships each voted no to a
motion to at least reconsider a single -
tier county -wide government that would
dissolve all existing Huron municipali-
ties.
The motion was defeated -20 in a
recorded vote. Exeter Reeve Roy
Triebner said the weighted vote breaks
down to 16 no's, nine yes's and an
absentee.
The motion was urged by several rep-
resentatives of the Concerned Citizens
for the Promotion and Implementation
of a Single Tier Government in Huron
led by spokesperson Bev Hill.
Hill addressed county council before
the vote, saying a single -tier system
would save the most money while main-
taining services. Her added Huron resi-
dents haven't heard enough discussion
on restructuring and the single -tier idea
has been unfairly struck down.
Several county councillors said:they
had discussed the single -tier idea sever-
al times and it had been soundly reject.

Two John Deere tractors,
one only six months old,
were damaged to the tune
of $40,000 during the
night of July 10 at an iso-
lated barn on Conc. 3
between Kippen and
llensall. The culprits also
caused $5,000 damage to
other property on the
farm. The owners advised
police the incident must
have occured between
midnight and 5 a.m.

ing the public's help in
finding the people respon-
sible for this Incident.

The negative single -tier vote comes as
a relief to Exeter, Usborne and Stephen
councillors who have worked long and
hard on their own merger proposal that
was presented to county council at last
week's meeting.
"(The single -tier push) is disturbing
because this group is coming out at the
11th hour," Triebner said. "It was bad
ting for us."
Triebner said the merger proposal will
now go to a council committee for con-
sideration. He believes county council
will deal with the Town of South
Huron's merger proposal at the
September meeting.
County council voted to work •towards
hiring a facilitator to help with county
restructuring if proposals involving all
Huron's 27 municipalities aren't
received by its target date, Sept. 1, 1999.
Triebner said a facilitator might mean
bad news for the South Huron proposal.
"What does it mean?" ' he asked. "Will
(a facilitator) hold up our submission?"
Another of Triebner's concerns is that
the county may ask South Huron to take
on another merger partner, though he
added- he douhts such a r
made. ;.y

SON CTY. - Research is under way
that will assess the quality of ground
water in Huron County aquifers.
This research will create a `baseline'
from which to test future water quality.
It will also help in the development of a
network of wells within the county that
will permit the monitoring of water
qua,lity.
The quality of the water will be deter-
minedby examining bacteria levels, the
amount of natural contaminants, such
as sodium and the amount of man-made
contaminants .that present in the water
table.
This research is being, done by. the
'County Health and Seniors' Committee
hi conjunction with the Huron County
Health Unit and the Conservation
Authority.
The total cost of the project will be
approximately $240,000. A grant pro-
posal will be submitted to the Ministry of
the Environment (MOE) Ground Water
Protection Fund, and about 75 per cent
of the coetwill be covered.
Wingham can send '"garbage to
Exeter
County Waste Managethent Consultant
Steve Janes reported to county council
last Thursday and told councillors that
he had been in communication with the
Ministry of the Environment's legal ser-
vice, and would soon be sending a pro-
posal to the MOE.
The proposal would state that the
county would assume the responsibility
of providing long-term disposal services
for all municipalities.
The proposal also states that Exeter
will enter into a contract with the Town
of Wingham to provide waste disposal:
Also, Wingham would have to enter
into a contract with Exeter for the sup-
ply of waste. ,
According to Janes this removes the
need for Wingham to find an alternative

SEAPORTH — The Avon
Maitland District School
Board received a positive
review on their progress
with amalgamation from
the province's Education
Improvement Commission
(EIC) last week.
Ontario's 72 school
• boards were evaluated by
the EIC to gauge respons-
es to recent restructuring.
The commission visited
the Avon Maitland district
in May and held a public
meeting and a number of
private meetings with
community representa-
tives, staff representatives
and trustees.
The EIC also reviewed
data and other documen-
tation supplied by the
board.
The Avon Maitland
board benefits from a
strong, committed and.
capable administrative
team that is working with
trustees who care about
