In order to provide excellent health
care, and to fulfill the educational
needs of our children, we must keep
Ontario on the :right economic path.
These are the two most important
issues facing all of us today.
During my previous term in office, I
organized and co-ordinated a brief
that was presented to the Health
Services Restructuring Commission
which outlined the concerns and
needs of not only C.E.E. Hospital in
Petrolia, but the health care needs of
all rural Ontario. This task was com-
pleted with the help and input of
numerous constituents. As a result. I
was able to play a major role in the
development of a framework for L.IBERA CANDIDATE
Health Care for Rural Ontario.
The changing demographics in
rural Ontario make it difficulttopro-
vide quality, accessible services. It' is
imperative to have a representative
in Toronto who is not afraid to bring
issues forward and fight for the sur-
vival of a viable and vibrant rural
community.
Over the past. four years, reforms
have been implemented which may
not have been popular at the time,
but they were necessary and we had
committed to these reforms during
the 1995 election.,
This governs_ )nt has implemented
measures that will improve the quali-
ty of education through higher stan-
ards and greater accountability -
more teacher time in the classroom,
standard province -wide testing and a
i re rigorous curriculum. The next
phase will include . testing to ensure
teachers' knowledge and skills are
up-to-date, allow parents more
involvement and guarantee a safe
and disciplined school environment.
We have seen manufacturing
expansion in Lambton since 1995. I
believe this is a direct result of this
government's tax cuts that result-
ed in a stronger economy in
Ontario. Our Blueprint con-
tinues on the same track as
the Common Sense
Revolution. We will cut
the income tax rate by
a further 20% and gen-
erate another 825,000
new jobs in the next
five years. But even
more important, health
care funding will be
increased by 20% to
bring it to an all time
high of $22.4 billion.

The riding of Lambton-Kent-
Middlesex is very large in area, with
diverse interests from Parkhilland
Grand Bend in the east, to Dover
Township north of Chatham in the
west.
As a municipal councillor in
Enniskillen Township for 16 years,
including nine as Mayor and Warden
of Lambton County, I have dealt with
local concerns directly, one-on-one.
My goal has always been to help peo-
ple with their particular issues and
questions relating to municipal
affairs, farming, community develop-
ment, and seniors throughout my life'
and involvement in my hometown.
Born and raised in Dresden, I now
live and farm just outside of Petrolia.
Our riding is unique, with some of
the best farmland in all of Canada.
Thus, we mist support our rural
areas, as "made -in -Toronto" solu-
tions have no -home here. As a farmer
most of my adult life, I share the
hopes of our local communities for
good weather, good crops, and
effective _ government that sustains
the bedrock of our economy,. our
farms and small businesses.

Mr. Harris and
his regime,
the facts are
they have not
been fiscally
responsible.

spend $20.
Mike Harris'
attacks on health
care and education
are dangerously short-
sighted. Our 20/20 Plan is
a clear vision for the future.
We'll provide quality health care
you can count on. That means new
standards that will be guaranteed
and set in law. Public education will
be saved. We'll put the emphasis
back on learning — instead of fight-
ing.

Who is on the side of Ontario
Working Families?
Not Mike Harris One or Mike
Harris Two
This election is all about who is on
the side of working families. So
many of us have had enough of the
Conservative gov-'
ernment cuts.
Enough of the
McGuinty Liberals
flip-flopping over
those cuts.
Mike Harris takes
$4.1 million a day
from our hospitals
and schools to pay
for a tax cut that
only benefits the
wealthy. Dalton McGuinty complains
about it but won't take back that tax
cut for the rich.
I think working families want
MPP's 'who- will fight for what's
right.
Only the. NDP has stepped forward
with a clear plan to, improve hospital
services, cut college and university
tuitions, keep schools open and get
tough with polluters. And in many
ridings, the NDP has the best chance
of beating the Harris candidate.
I believe in an Ontario where
everyone is given a chance to suc-
ceed and no one is left behind.
An Ontario where children aren't
forced to sell chocolate bars to pay
for necessary school supplies. A
province where qualified young peo-
ple can .look forward to a post -sec-
ondary education without mortgag-
ing their futures. An Ontario where
we can all be confident quality
emergency health care is there
when we need it. Where parents can
have real hopes for their children's

It was wrong for the Conservatives
to take out over $6 billion from
health care, education, and our
communities. And it was wrong for,
the Conservatives to use that money
to pay for tax cuts that mainly bene-
fit wealthy individuals.
The only thing worse than what
Harris has done is McGuinty's weak
response. He knows the tax cut is
wrong but won't do anythins about
it.
I think it's hypocritical when
Dalton McQu#n ty complains about
the Harris tax cut for the rich, but'
refuses to say how he would pay to
improve hospitals and schools.
New Democrats would demand an
end to the tax cut for those who
need it the least.
We would demand that those indi-
viduals with taxable incomes over
$80,000 (only 6% of the population)
no longer receive this tax cut.
Ending the tax cut for wealthy
indivi4tials will allow us immediate-
ly to `tehire nurses, keep schools
open and reduce tuition fees. To
fully restore our hospitals, schools,
colleges, universities, ambulances,
and other critical public services
will take commitment and dedicated
leaders working together, with corn;
munities.
But we must do it. For ourselves.
For our future. For our children.
My p..rty makes these commit-
ments to Ontarians. Each one has
been costed. And all six will be paid
for by ending the Harris tax cuts
only for individuals with taxable
incomes greater than $80,000 a
year. This will yieldA1.5_ billion and
it will, be used he rebuild health
care, education, and Ontario com-
munities._ The deficit will not be
increased by one cent to deliver
these commitments.
