TOWN OF EXETER
NOTICE TO
COMMERCIAL, INDUSTRIAL & MULTI-REDEATTIAL
PROPERTY OWNERS
Further to the passage of Provincial Bill 79, which limited tax increases in the years
1998, 1999 and 2000 because of the change to current market value assessment (not
including budgetary increase) to 10-5-5%, the implementation of this Bill is still delayed.
Using a 'Frozen 1997 Assessment Roll' adjustments have to be calculated giving credit
to property owners whose taxes increased over 10% for 1998 and these credits for the
taxes that were over the 10% are funded by all other property owners in the same
property class county wide. The same exercise takes place for the years 1999 and 2000
but the increase is restricted to 5% increase from the previous year. There are many
reasons for the delay, such as:
a. The magnitude of Minutes of Settlement, Assessment Review Board decisions, splits
in property, class changes, write-offs and supplementary assessments that are
retroactive to January 1, 1998 and must be included in the calculation of
adjustments.
b. Final regulations under Bill 79 are just being passed by the provincial government.
c. The Town just recently received notification that the new Ontario Property Assessment
Corporation has just been engaged :to maintain the municipality's 1997 Frozen
Assessment Roll and all changes over the 3 -year period. This Agency advises that its
-target dates are June 4th to get the 1998 adjustments to the Town and July 2nd to get
the 1999 adjustments to the Town.
This means it will be impossible to issue interim tax notices for commercial, industrial or
multi -residential with a May 15th due date. It is likely the 1999 taxes will be due as
follows:
1.. The 1999 Interim Taxes (with the 1998 adjustments for Bill 79) on Commercial,
Industrial and Mufti -residential properties wilt have a due date of August 15th.
2. The 1999 Final Taxes for Commercial, industrial and Multi -residential taxes (with the
1999 adjustment for Bill 79) will have a due date of November 15th.
3. The 1999 Final Taxes for Residential and Farmlands will have the usual two due dates
of August 15th and November 15th.
Many business owners have called the office concerned with not being able to pay their
tax expense within their business' fiscal year. Alt property owners, who have not yet
received a tax bill, are welcome to make installment payments on account at any time.
Any payment will be credited to your tax bill when it is issued.
