Granton Sewer Project
still up in the air
By Scott Nixon
TIMES -ADVOCATE STAFF
LUCAN BIDDULPH —
The Granton Sewer
Project is on hold, with
some Lucan Biddulph
councillors worried
about the the project's
future.
The project has been
held up because Ontario
Street resident Charles
Hayden has appealed
the project to the
Ministry of the
Environment, requesting
a "bump up" or individ-
ual assessment. If the
appeal is granted, the
individual assessment on
Hayden's property
would need an. assess-
ment, which would go on
through the summer,
cancelling the project for
the year.
Lucan Biddulph admin-
istrator Ron Reymer said
he was hoping for an
answer from the
Ministry two weeks ago
on the Hayden issue, but
still hasn't heard. He
added some sub -con-
tractors who have been
lined up for the project
have pulled out because
of the uncertainty of the
project's future.
The $1.9 million pro-
ject, which Reymer said
has to be done because
of septic system failures
in Granton, has received
a 55 per cent grant from
the government, but
Reymer said there is a
possibility that could be
lost, because the -grant
was approved before the
Hayden appeal, which
could affect the cost of
the project.
At council's April 27
meeting, Coun. George
Marr admitted "our
hands our tied" until the
government provides a
decision on Hayden's
appeal.
Also involving the
Granton Sewer Project,
._council has passed a
mandatory connection
bylaw, forcing all village
residents to pay for
hookup to the sewer.
Residents pay for the
hookup based on their
property frontage; the
more frontage a proper-

ty has, the more the
hookup will cost. Cost of
the sewage plant and
legal costs will be divid-
ed equally among the
users, said Reymer.
As a result of the
bylaw, council denied
requests from' property
owners Lillus Riddell
and Don Roloson to be
exempt from the bylaw
because they say their
properties are suitable
for septic systems.
Coun. Doug Anderson
said council had to
accept the mandatory
hookup bylaw because
"if we don't it will open
a whole can of worms."
Coun. Perry Caskanette
agreed, arguing that
council couldn't start
exempting certain prop-
erties from the bylaw.
