EXETER. — The OPP gave town council the right
answers to three key questions it wanted answered
befo► siding with a county -wide policing service.

count,,, in on recent discussions he had with OPP offi-
cials at a recent meeting.
Council's first question was what was to become of
the civilian secretary at the Exeter, detachment. Hundey
said the OPP told him the employee would be "assimi-
lated" into the OPP.
Council's second question regarded the future of the
Exeter -detachment. Mayor Ben Hoogenboom has main-
tained the Huron OPP will shut down the Exeter office
after it builds a more centralized headquarters south of
Clinton. Hundey said the OPP contract proposal is
based on having an Exeter office.
Although there is no written guarantee the OPP will
keep the Exeter office open, two staff sergeants have
told Hundey an Exeter office is necessary for proper
police service.
Council's third question was about 1,168 overtime
hours OPP officers spent in Exeter last year. Council
wax., u craiu the town would have to pick up the tab for
those hours on top of the its regular cost quote.
Hundey said any hours that accumulate over the OPP
minimum are part of the contract, not on top of it.
The OPP '99 Exeter service quote of $535,254 may be
adjusted since the surrounding townships actual '98
policing costs were dramatically Less than estimated.
The town was expected to save over $40,000 this year
by going with a county -wide OPP quote than an Exeter -
only quote.
Reeve Roy Triebner fears one of the county's two
bylaws on OPP service may be struck down by the
province. He said they may not approve a 'hybrid' con-
tract for Huron — Wingham has opted out of a county-
wide scenario to continue with their own force.
There is hope for a Huron hybrid service: Middlesex
County will receive a county -wide OPP contract even
though McGillivray Township has solicited their own
quote.
A mo -tion to approve county -wide OPP service was
approved by council with nay votes by Deputy Reeve
Dave Urlin and councillor Robert Drummond.

hooked to town

EXETER — A couple got their wish to hook their
new home up to Exeter's sewage treatment system
but not before town council took the matter behind
closed doors at a recent meeting.
Jeff and Jennifer Pfaff wrote council about their wish
to hook their yet to be built Waterloo St. home up to
the town's sewer system although the home would be
officially in Stephen Township. Jeff Pfaff was on hand
at the moeting to read his letter.
The Pfaffs maintain that although town policy states
only homes located -within town boundaries be hooked
up to the system, their home will likely be part of the
new merged municipality of South Huron and there-
fore qualify for the hook up in the near future. The
Pfaffs also said the existing sewer line goes right by
their lot and the property is hooked up to town water.
The Pfaffs don't want to go to the trouble and expense
of installing a septic system this year if they'll be
required to hook up to the town's sewer system after
amalgamation.
Council decided to grant the Pfaffs their wish but not
before taking the issue into an in -camera closed door
session. Before going in -camera, councillor Peter
Armstrong asked why the matter had to be brought
into the private discussion part of the meeting. Town
services delivery manager Dave Moyer said the dis-
cussion may go to policy matters therefore the issue
qualified to be discussed in -camera according to the
Municipal Act.
The only issues that can be discussed by municipal
councils without the presence of the public or media
are ones relating to personnel, land sales, contract or
inter -municipality negotiations and legal matters. It
was not clear to Armstrong how the Pfaff request
qualified for an in -camera session under those
requirements.
The Pfaffs will have to pay a town surcharge to hook
their home up to the sewer system.

Visitors get
down to earth
at home and
garden show
EXETER — Area home-
owners had a chance to
see the latest in home and
garden products at the
weekend's 14th Annual
Home -Garden -Craft and
Leisure Show.
Although attendance
was down from past
years, exhibitors had bet-
ter one-on-one contact
with customers during
the two day event, the
event's chairman Bill
Dinney said.
"Most exhibitors were
pleased with the results,"
Dinney told the T -A
Monday morning.
Dinney also had praise
for the exhibitors and
their displays.
"The exhibits were
excellent," he said. "We
had quality exhibitors."
Approximately 1,200
people attended the two-
day show at the South
Huron Rec Centre in
Exeter.
This year, the Commit-
ee experimented with
dropping the Friday

Also new this year,
