Town goes for $26,000+ development Charges bylaw study

EXETER. Sometimes -you
have to spend some to grow
some and 'Exeter council has
.decided to do just. that.
Council approved spending.
'$26,300 on- a .development
charges bylaw background study
by Goderich's B.M.• Ross and
Associates Ltd. at last week's
meeting.
MUnlcipalities must have a
development charges bylaw if
they hope • to recoup any monies
fromdevelopers building in their
backyard. A study is required by
provincial legislation and will
also address several other ongo-
ing issues in town including:
•Preparing five-year capital
plans for water and sewage
works which is needed for the
town to get the sewage system
expansion grant from the
province.
•Determining water and
sewage system reserve capacities
to solve what to charge Nabisco
for water supply and the impact
reinstating or decommissioning
the River Water Supply will have.
'Finding out the water and
sewage service rates considering
operating costs and capital
needs.
•Finding out the short and
long-term water- supply infra-
structure needs relating to
Nabisco, Suntastic and residen-
tial growth.
The study is expected to take
four weeks. A public meeting to
solicit feedback will be held after
the study is done.

Council nailed down the town
large garbage pickup dates for
.this year. Brush and garden
waste will be picked up May 4 on
the west side of town and May 11
for the east side. The fall
brush/garden pickup is set for
Nov. 2 for the west side and Nov.
9 for the east side.
The large garbage pickup dates
are Sept. 7 for the west side of
town and Sept. 14 for the east
side.
All materials are to out by the
curb by 7 a.m. on pickup days.
Building' materials like lumber
and shingles will not be picked
up.
Large garbage items include
unwanted furniture and barbe-
cues. Call the town office at 235-
0310 for more information.
Here's your dough
Council approved giving the
Exeter Centennial Soccer Club
$5,000 to help pay for lights at
the South Huron Rec Centre
pitch. The entire project will cost
over $45,000. The soccer club is
raising the rest of the money
itself in the community.
The $5,000 will come from this
year's budget, either in the gen-
eral budget or in the Rec Centre
budget.

Council gave the Exeter
Agricultural Society $300 it
requested to help pay for support
programs and activities.
Though an actual fair won't be
held this year because it would
conflict with International
Plowing Match activities, the
society will hold its competitions
during Canada lay festivities.
The society alsQsupports the 4-H
Calf Club, Slice of tjuron agricul-
ture awareness activities, the
Field Crop competition and the
Arabian Horse Show which wiU
take place on Sept. 25.
The society ' received the same
grant from the town last year.
The Big 'Bike's coming
The Heart and Stroke
Foundation's Big Bike for Stroke
is coming to Exeter June 6.
The 30 -seat bicycle travels to
communities throughout Ontario
to raise- funds for stroke
research.
Each 29 -member team (made
up of business/factory co-work-
ers,.community groups, etc.)
rides a three kilometre course.
The Exeter route will be along
Main St. from Simcoe St. to Hill
St., along Hill to Andrew St.,
along Andrew to Gidley St. E.,
along Gidley to Senior St., along
Senior to Albert St., along Albert
to Simcoe St. and along Simcoe
to Main. Each ride will take
about 30 minutes.
Blyth blessings
The Blyth Festival will say a big
thank you to the people of Exeter
for their support over the theatre
company's 25 years during the
week of July 4-10.
A special evening is planned
July 6 with an official recognition
of the town before the evening
performance, the presentation of
a token to the Exeter representa-
tive and a post -performance
reception in the lower hall for
the Exeterites attending.

Stoping all spring -tong sales
Councillor George Robertson
wants to put a stop to yard sales
in the town that seem to last all
spring and summer.
Deputy clerk -treasurer Laurie
Dykstra said there is a town poli-
cy that calls for only one sale by
a residence in each the spring
and fall.
Moving portable signs
permanently
Robertson was also concerned
with the amount of large
portable signs popping up along
town streets. He pushed for the
item to be put on a future meet-
ing agenda to see if anything can
be done to stem the increase in
the signs that he called an "eye-
sore."
Service delivery manager Dave
Moyer said some big cities have
outlawed portable signs. He said
he'll take a' look , at what other
municipalities are doing about
the problem and report back to
council.
Don't park there
Deputy Reeve Dave Urlin wants
to regulate parking behind the
Bank of Montreal and the new
municipal parkette beside the
bank in what was the former
municipal building lot.
Urlin wants enforcement of the
town's two hour parking limit in
the municipal portion of the lot.
He feels the parking spots should
be for customers, not Main St.
business owners and employees.
Zurich raises
ZURICH — During an
in -camera discussion at
its March 11 meeting,
Zurich council voted to
give its !Weld -time
employees an $800
raise for 1999.
In a recorded vote,
Reeve Dwayne LaPorte
and councillors Barb
Jeffrey and Brad Clau-
sius voted in favour of
the motion, while coun-
cillors Marg Holmes
and Shelley Rodgers -
Bedard voted against it.
County/town
planning fee
feud solved?
EXETER — Exeter
council may have the
solution to the town -
Huron County planning
fee flap...or it may not.
After a closed door ses-
sion March 22, council
agreed to use the Huron
County planning depart-
ment and participate 'in
the county planning fee
system if the county
waives the outstanding
about $12,000 balance of
planning fees the county
feels Exeter owes the
county and if town council
can have the final consent
on planning.
The town and county
have long feuded on
which one of them should
be responsible for
Exeter's planning work.
County council meets in
Goderich later this month.
