on sale for $3,850. McLean, who just recently
started his business, bought his first antique clock
at the Lucan Antique Show two years ago. He was
one of over 30 dealers at the show on the week-
end and described the show as successful.
Usborne council receives small raise
USBORNE — Usborne
Township council recent-
ly accepted its council's
remuneration and
expenses for 1998 and
passed its remuneration
for 1999.
In 1999, Reeve Robert
Morley will receive a
remuneration of $4,100,
while Deputy Reeve Ken
Oke and councillors
Patricia Cornish, Brian
Hardeman and Bob
Heywood will receive
$3,600. Both figures are
a raise of $100 over 1998
Levels.
Council members will
also receive a flat rate of
$700 to cover things such

to crack down on polluters
TORONTO - Mike Harris
is the best friend pol-
luters have ever had,
according to Liberal
Leader Dalton McGuinty.
Last week McGuinty
released his plan to crack
down on polluters by hir-
ing 100 new environment
inspectors and prosecu-
tion staff. •
"I am putting polluters
on notice", McGuinty
said. "If you break the
law - we will catch you.
And when we catch you
- we will prosecute you to
the full extent of the law.
Unlike Mike Harris, as
Premier, I will stand up
to polluters, I will fight
them in court, I will win,"
McGuinty said.
Despite Mike .Harris'
campaign promise not to
cut "one cent" from the.
environment, he has
fired Ministry of
Environm^nt staff,
slashed its budget, and
destroyed its ability to
enforce the rules, accord-
ing to McGuinty.
In 1996 Mike Harris cut
the environment min-
istry's budget by 45 per-
cent. He cut Ministry of
Environment staff by one
third - 714 jobs. Because
of his cuts, inspection
and enforcement were
particularly hard hit.. The
number of prosecutors
was cut by 60 percent.
In 1996, the number of
charges against polluters
dropped by 21 percent. A
year later, fines collected
were $955,000, the low-
est figure in a decade and
two-thirds lower than in
1995.
Ontario has been rated
the third worst polluter
in North America.

Fatal accidents drop in 1998
Despite the recent
tragedies on Exeter area
roads, fatal crashes con-
tinue to drop.
An OPP road safety
trend analysis released
recently shows there were
462 fatal accidents across
the province last year,
down from 544 in '97 and
533 in '96. A total of 523
people were killed in acci-
dents in '98, down from
614 in '97 and 631 in '96.
Accidents that cause
injuries were also down to
15,203 Last year compared
with 16,187 in '97 and
17,014 in '96.
Property damage acci-
dent also fell to 47,469 in
'98 from 53,692 in.'97 and
54,469 in '96. There were
63,134 total accidents in
'98, down from 70,423 in
'97 and 72,016 in '96.
Men represent almost 70
per cent of those killed in
accidents. Drivers made
up almost two thirds of
people killed while pas-
sengers account for about
25 per cent and pedestri-
ans eight per cent. Drivers
aged 16-35 accounted for
41.1 per cent of drivers
killed in '98 while drivers
over 55 accounted for
23.8 per cent.
Not using a seatbelt can
kill. In '98, 31.3 per cent
of those killed were not
using safety equipment, a
similar percentage to pre-
vious years. Over 32 per
cent of people killed in
accidents were ejected
from vehicles.
Speed and alcohol con-
tinue to be major con-
tributing factors in fatal
collisions. In '98, 24.7 per
cent of accident deaths
were as a result of speed
and 16.9 per cent were as
a result of alcohol, com-
pared with 21 per cent
and 16.9 per cent in '97

NOTICE is hereby given that the Corporation of the
Township of Lucan Biddulph has declared surplus that
part of the lands shown as Part 1 on Reference Plan
33R-12475, (being an unopened portion of Chestnut
Street that has been closed by Judge's Order) that
lies north of the Benn Drain.
FURTHER TAKE NOTICE that the Corporation intends to
sell said lands to the abutting owner(s), in accordance
with the provisions of the Municipal Act.
A plan showing the lands to be affected may be seen
at the office of the Clerk, at 33351 Richmond Street
Lucan, during normal business hours.
A By-law authorizing the proposed sale will be
considered at the regular meeting of Council, to be
held on April 27th, 1999.
Any person objecting to the sale on the grounds that
their lands will be prejudicially affected by the sale,
and who notifies the Clerk in writing of his/her desire
to address Council by close of business April 20th,
will be heard at that time.
