year's fire budget match-
es up with the money that
will be paid to Morgan
from the building inspec-
tor budgets.
The '99 proposed bud-
get of $195,550 is down
from '98's original
$210,800. The fire board
finished '98 with an actu-
al expense of $213,251
compared with revenue of
$217,103 for a $3,852
surplus. The surplus will
be refunded back to the
member municipalities.
The fire budget was
approved at the Feb. 10
fire board meeting and
approved by Exeter coun-
cil at Monday night's
meeting.
Grants all munici-
pal me of the fire
board a reduced as
well to mark the reduallp
revenue. Exeter's gran
goes from $100,552 in '98
to $88,911 in '99,
Usborne Township's falls
from $65,375 to $61,113,
Stephen Township's from
$9,218 to $8,162 and Hay
Township's from $9,218
to $5,044.
On the capital. budget
side, a total of $59,000 in
equipment
repairs/replacements are
proposed. The pumper
will receive $50,000 in
repairs/replacement
($20,000 for squirt equip-
ment and $30,000 for a
deposit on a new pumper
due in 2000) to take up
the lion's share of the the
capital budget. The fire
board will recoup the
capital costs with munici-
pal grants.

new salary range (munici-

Bell Canada has said it
will be done mapping
Huron County for 911 ser-
vice on July 1, 1999.

Reeve Triebner said acti-
vation of the long-awaited
service should happen not
long after the mapping is
done.

Statistics and other
notable information from
the Exeter Area Fire
Department's '98 year
end summary:
•A total of 214 children
and 364 adults received
fire prevention education.
The program was offered
to mostly schools and
seniors groups. In addi-
tion, the 2,200 people
who attended the Exeter
Optimist Home and
Garden Show received
pamphlets from those
manning the fire preven-
tion booth.
•The fire dept. respond-
ed to 36 calls with 51 on
the scene hours (the same
number of hours as '97).
Fire loss to property is
listed at $143,068 and
estimated property saved
is $470,000. The dept.
responded to six structure
fires, four brush/field
fires, one vandalism call,
14 false alarms, two vehi-
cle extrication, two vehi-
cle fires, three accidents
and one 'hay' removal.
•Man hours were sub-
stantially down for Exeter
and Hay last year, but
stayed near the same as
past years for Stephen
and Usborne. Exeter man
hours went from 436 at a
cost of $11,999 in '97 to
320 hours at a cost of
$7,844.50 in '98. Hay
man hours went from 16
and $232 in '97 to 66
hours and $652 in '98

EXETER — The Exeter
Area Fire Board managed
to cut $15,250 from last
year's proposed budget in
this year's budget.
But upon a closer look,
40 per cent of Fire Chief
John Morgan's salary will
now come from Exeter
and Usborne Township's
building inspection bud-
gets since it was, estimat-
ed 40 per cent of
Morgan's time will be
devoted to building

Advice?
EXETER -- Town coun-
cillors took a more concil-
iatory stance when it
comes to the council
chambers sound system
controversy at Monday
night's meeting.
Council decided to let
Reeve Roy Triebner and
Coun. George Robertson
try to renegotiate a deal
with Exeter's Sound
Advice. Council tried to
have Sound Advice take
back its wireless sound
system in return for a
'hardwired' system since
councillors couldn't get
the knack of using the
wireless system.
Coun. Peter Armstrong
said he didn't mean his
past comments to sound
like Sound Advice gave
council a flawed system
but that the wireless sys-
tem "just didn't work for
us.
Mayor Ben
Hoogenboom said the
onus was on Sound
Advice to give them bet-
ter service.
"We do need people
who can sit down with us
and give sound advice,"
Hoogenboom said with
tongue in cheek. .
Sound Advice sent
council a invoice for
$1,383.45 (including
taxes) for the "most ver-
satile and cost effective
approach to convert to a
wired configuration." The
business also included a
rider it would issue no
credit for used wireless
equipment.
In a letter to the editor
in last week's Times -
Advocate, Sound Advice
management said they
recommended Exeter go
with a wired system
rather than a wireless
one. Sound Advice man-
agement maintain council
was determined to go
with a wireless system to
take advantage of its
portability but then whit-
tled what a suitable sys-
tem goes for from
$12,000-$16,000 down to
$6,500.
The letter also stated
the current system "per-
forms perfectly when it is
used properly."
