Huron industries focus of new plan

County wants to show its
industries it cares.
That's the gist of the
proposed Manufacturing
Strategic Initiatives for
Partnering -Communities
in Huron County (MSI)
presented to Exeter
council at Monday
night's meeting.

survey
results will
help the MSI
come up
with a vision
and goals,
take advantage. of
strengths, overcome
weaknesses and general-
ly improve the manufac-
turing sector in the
county.
"We're going to try to
engage, industries as
much as possible," Grace
said. "It's going to be
industries directing traf-
flc as much as possible."
One hurdle the MSI
may be able to jump is
the problem Huron
industries have finding
qualified professionals.
He listed Goderich's
Champion Graders as an
example. Champion has
been welting for two
years to hire five .engi-
neers.
Nichol noted the impor-
tance of the, rnanufactur
ing sector In the county.
He said manufacturing
has emerged as the Lead-
ing revenue generator in
Huron above agriculture.

MSI has received the
bulk of its initial funding
from Human Resources
Development Canada
and some additional
funds from the Huron
Business Centre and
Goderich. Grace asked
council to come up with
a couple Exeter area
candidates to
sit on the MSI
core group, to
lend its
"moral sup-
port" for the
MSI and for
about $500 to

Exeter mem-
bers' travel-
ling expenses.
Grace said the MSI pro-
ject will be launched in
Clinton March 10 and
the surveys 'should: be

survey data from April to
mid-August. Phase two
will be the devising of
strategic goals and
action plans and will run
from mid-August • to
October. Phase three or
the implementation of
MSI's findings will start
in October and run till
the end of November.

in Kingston and
Collingwood.

CLASS ENVIRONMENTAL RECORD - VILLAGE OF GRANTON SEWERAGE
STUDY
NOTICE OF FILING OF ADDENDUM
In August 1997, the Township of Biddulph through a tendering and evacuation
process, selected a design -build submission for the construction of sewerage ser-
vices for the Village of Granton. This Addendum to the ESR addresses several
design changes of its design -build proposal. These include the use of rotating bio-
logical contactor (RBC) rather than the extended aeration activated sludge (EAAS)
treatment technology, and the locationof sections of the gravity sewer system
within rear yard easements rather than within the municipal road allowance.
In addition to these changes, there has been an increase in the design per capita
flow rate from 225 1/day to 450 1/day resulting in an increased ADF of 270
m3/day from the ESR ADF of 135 m3/day. Aiso, the MOE has indicated a more
stringent concentration of the effluent total phosphorus criteria from 0.3/0.8 mg/I
to 0.2/0.5 mg/I "Design" and 0.5/1.0 mg/I to 0.3/0.8 mg/I "Non-compliance".
An Addendum has now been completed to the Environmental Study Report which
was issued 22 May 1996. The Addendum contains details of the revised sewage
treatment plant collection system.
By this Notice the Addendum is being placed on the public record for review in
accordance with the requirements of the Class Environmental Assessment for
Municipal Water & Wastewater Projects. Subject to comments received as a result
of this Notice, the Township intends to proceed with the construction of this pro-
ject in the summer of 1999. The estimated cost is $1,852,517 of which the
Ministry of the Environment is expected to contribute $853,476.

Please provide written comment to the Township Clerk within 30 calendar days
from the date of this Notice. If concerns regarding the revisions to the Village of
Granton Sewerage Study cannot be resolved through discussion with the Township
a person may request that the Ministry of the Environment "bump -up" the project
to an individual environmental assessment. "Bump -up" requests must be received
by the Minister at the address below by 15 March 1999. A copy of the "bump -up"
request shall be sent to the Township clerk. If no "bump -up" request is received
by 15 March 1999, the Township intends to proceed with construction as outlined
in the Addendum.
