EXETER — Now that
they've agreed to the
major points of amalga-
mation, the organization
committee for the Exeter-
Stephen-Usborne group
will be taking their pro-
posal back to their indi-
vidual councils.
The organization com-
i nittee for amalgamation,

bers of council from each
The snow seen on the statue in memory of ose
fallen in war outside the Hensall Legion told the
tale of another wintry blast that dumped several
of the three municipali-
ties, held its first meeting
on Jan. 12 at the Exeter
council chambers and
decided on several key
issues.
The committee first
appointed Stephen
Township deputy -reeve
Tom Tomes as its chair-
man. The committee also
decided to tape record the
meeting because of its
historical significance.
For now, the new
municipality, set to
become official on Jan. 1,
2001, has a working
name of the Town of
South Huron, although
the committee discussed
the possibility of opening
that up to . public .• .discus-
sion.
'After the organization
committee completes its
work a transition board
*la- he established to
make major decisions
such as staffing and prop-
erty. The composition and
size of the transition
board for the new munici-
pality was one of the top-
ics of concern at last
week's meeting.
While it was eventually
decided to have a board
consisting: of two mem-
bers from each of the
three municipalities,
Exeter had originally pro-
posed that Usborne only
have one member on the
board.
Usborne Reeve Robert'
Morley disagreed, arguing'
Usborne should also have
two representatives.
"We came into these
discussions wanting equal
rights and equal say .. .
that was one of the things
we made clear before we
got started."
Exeter deputy -reeve
Dave Urlin explained that
Exeter had originally
decided on a five -member
board to avoid ties in vot-
ing.
After it was explained
that most transition
boards make decisions by
consensus, eliminating
the possibility of ties, it
was agreed there will be
a six -member board, with
Usborns getting two rep-
resentatives.
However, Urlin said
since Usborne will have
equal representation on
the transition board, it
will have to share expens-
es equally. Morley agreed.
One issue that could be

Due to numerous com-
plaints from the public,
the London OPP will bring
in a two snowmobile unit.
to the Exeter area start-
ing Friday. The two offi-
cer patrol will cut the
powder in Exeter and the
surrounding townships till
the end of March.
London OPP Const.
Myra Rusk said the com-
plaints about poor snow-
mobile driving prompted
the move.
"It has been brought to
our attention that this is
of great concern to some
people," Rusk said.
The officers will look for
speeders, improper
licencing and ownership,
erratic sledding, impaired
driving and trespassing.
The sled unit will be
similar to ones used at
the Goderich, Wingham
and Sebringville OPP
detachments.
The deep snow also has
the Huron OPP on the,
lookout for bad and
drunk sledders.
Huron OPP Const. Don
Shropshall released a
'rules of the road' run-
down for snowmobilers
last week.
Snowmobiles aren't
allowed on 'King's
Highways' or a secondary
highway except to cross
at a 90 degree angle.
King's Highways are
those maintained by the
Ministry of
Transportationand are
signed such.
Secondary highways are
ones with a 500 or
greater number in north-
ern Ontario. You can
drive a snowmobile along
the ditch of a King's
Highway or secondary
highway.
King's Highways and
secondary highways don't
refer to county and town-
ship roads. Unless there is
a municipal bylaw that
prohibits it, you can ride
