McGillivray Township to join neighbours in 2001

McGillivray Township
could be no longer on
Jan. 1, 2001.
That's when a proposed
merger with four of its
neighbouring municipali-
ties becomes official. The
townships of McGillivray,
East Williams and West
Williams, the town of
Parkhill and the village of
Ailsa Craig would
become the Township of
North Middlesex.
The merger proposal
has already been
approved by the munici-
palities involved and
Middlesex County's cor-
porate services commit-
tee. It was to be voted
upon at yesterday's.

Hodgson said he expects
the proposed amalgama-
tion to get county council
approval and provincial
approval by next year.
"Our plan is to have
everything done and in
place by June 2000 and
hopefully sooner," he
said.

Slight raises for Stephen
council and, employees
STEPHEN TWP. — Employees of the municipality
of Stephen Township were given a slight raise of
two per cent over last year's figures.
Council approved the raise at its Jan. 5 meeting.
Effective Jan. 3, township Reeve' Harvey Ratz,
deputy -reeve Tom Tomes and councillors Drew
Robertson, Anita Riddell and Jim Dietrich receive
$58.65 for every two-hour council meeting.
the reeve receives $123.86, while the deputy -reeve
is paid $117.26 and councillors are paid $110.71.
For a meeting exceeding four hours, the reeve is
paid $182.51, while the deputy -reeve is paid
$175.92 and councillors are paid $169.37 each.
All members of council are also paid $58.65 per
committee meeting and $104.27 for all -day conven-
tions and seminars. There is an annual $1,000 max-
imum per person for expenses for conventions.
The reeve also receives an annual honorarium of
$255.65 for signing. cheques and other duties.
In addition, council established its 1999 job rates
for its office staff.. The salary ranges include: admin-
istrator, clerk -treasurer — $47,783-$55,365; deputy
clerk and deputy treasurer.— $26,878-$32,162;
senior water tax clerk — $25,084-$29,864; water
tax clerk — $23,292-$27,565; and road superinten-
dent — $39,512-$46,521.

Hodgson said the tran-
sition team will place a
$12,000 limit on any pur-
chases the municipalities
may make.
Any purcliaous higher
than the limit would have
to receive the transition'
team's approval. There
will also be a hiring
freeze till the merger
becomes official.
Hodgson doesn't expect
there will be many or
even any layoffs due to
amalgamation.
"Personnel -wise we're
pretty lean," he said.
"We've been gearing up
for this for a while."
Hodgson said there also
won't be much surplus
equipment except for a
grader.
"We're all just throwing
our equipment in the
middle," he said.
As for surplus build-
ings, Hodgson said he
expects the McGillivray,
East Williams and West
Williams public works
buildings and yards to be
maintained but couldn't
comment on the future of
other municipal build-
ings.

USBORNE TWP. - The Township of
Usborne will soon be shipping its
garbage to Green Lane Environmental.
The waste will be delivered by the
Bluewater Recycling Association to
Green Lane beginning Jan. 14.
According to minutes from Usborne
council, Usborne household waste will
be accepted by Green Lane for $50 per
ton plus transportation costs for a cost
of $11.&7 per household. The total esti-
mated cost of the waste disposal deal is
$10,324.29.
Prices are guaranteed for the next
three years, although there may be
annual cost of living increases. As part
of the deal, council can cancel the'
arrangements with Green Lane when-
ever it wants.

will sit tilt the regular
November 2000 munici-
pal elections.
A council of seven will
then be elected: a mayor
and deputy mayor elect-
ed at large and a single
councillor from each of
the old municipalities
that become wards under
the new municipality.
The seven -member
council is a large reduc-
tion in the existing num-
ber of councillors that
hold at least five mem-
bers each.
Hodgson said no cost
savings or extra expens-
es- have been determined
yet with amalgamation.
