The Exeter Times Advocate surveyed prominent
members in our community asking for their fore-
cast of 1999. Will it be a year of development,
change or chanllenges? Or will it be a year of cut-
backs, hard decisions or hard
work?

John Richardson,
Member of Parliament,

"99 WILL BE A YEAR OF:
1999 will be a year of continued
economic growth and well
being for the residents of Perth -
Middlesex and all Canadians.
RICHARDSON
Despite the economic crisis in
other parts of the world, most sectors of the
Canadian economy are still quite strong and con-
tinuing to grow. My colleagues and I in the federal
government are working to enhance the less
dynamic sectors of the economy and address the
concerns of Canadians, including health care and
tax relief. This compassionate attitude towards the
concerns of Canadians is placed in an on-going
framework of prudent fiscal management.
Best wishes to all for a happy and healthy New
Year.

"99 WILL BEA YEAR
OF:Growth, Prosperity and
Optimism
WHY?The Township of Lucan
Biddulph is a proud, free commu-
nity imbued with a spirit of pro-
gressiveness. With amalgamation,
both Lucan and Biddulph have
removed the artificial barriers which made sharing
our resources so difficult. We stand ready to meet
the challenges of the new commenlity and to seize
every opportunity the future offers.
THE COMING YEAR'S NGES AND HOW
TO MEET THEM?Learning t integrate two inde-
pendent organizations and t respect and work
with our new partners will prove the greatest chal-
lenge of the new year. Around the new Council
table we must exploit every advantage presented by
the infusion of new ideas and community values. It
will be important to capitalize on every improve-
ment that we can from our new partners.
The challenge will be met by developing a legiti-
mate forum at Council to discuss the issues. Each
member of Council must be free to discuss fully and
without fear of reprisal. This is essential if•we are to
honestly appraise existing needs and synthesize
solutions that appreciate the needs and limitations
of both former communities.
Our solutions to local government must be adap-
tive and open to amendment in the future -'as errors
are found. We need to lose our fear of making
errors so new avenues can be pursued. We also
need to be flexible in our assessment of old ways,
willing to discard that which does not reflect the
true needs and values of our community.
ADDITIONAL COMMENTS: The future of our new
community could not be brighter. We have every-
thing we need to make Lucan Biddulph an even
greater community than it already is.

BENNER
