Hensall cat bylaw
goes into effect
Puff the cat is subject to Hensall's new bylaw, which
states all cats have to be registered and leashed.
HENSALL — Watch out kitty, you've lost some of
your freedom.
As of Jan. 1, all .cats in Hensall must be registered
and leashed. The village's cat bylaw was actually
passed by council. in June but didn't go into effect
until last Friday.
Under the bylaw, owners who don't register or
leash their cats will be given a verbal warning dur-
ing the first offence. A second offence will result in
a written warning from the village.
During additional offences, the cat will be seized
and impounded until the owner pays the com-
plainant for property damages and/or paid a fine to
the village of at least $50.
In addition to the leashing and registration bylaw,
only four cats over the age of 12 weeks will be per-
mitted per household.
Hensall clerk -treasurer Luanne Phair said council
has been considering a cat by1iivv for at least seven
years because of complaints from residents. People
were concerned that their neighbour's cats were
becoming a nuisance by walking on their vehicles
and relieving themselves on other people's proper-
ty.
Phair said the bylaw will be enforced on a com-
plaint -only basis; there won't be anyone actively
looking for unregistered or unleashed cats in the
village.
Cats must be registered at the Hensall municipal
office by March 15. One male or female cat costs
$40 annually to register; a spayed or neutered cat
costs $10 annually.

Area roads were closed Saturday evening until
Sunday morning, stranding motorists and truckers.
On Sunday and Monday, blowing and drifting snow
along with lake -effect flurries fuelled the winter blast.
Fran McMaster of the Ranch House Inn and
Convention Centre in Exeter said the motel rooms
were full on Saturday night with families and snow-
mobilers from as far away as Sarnia, Cambridge and
Vanastra.
In Exeter, falling and blowing snow made travel dif-
ficult. Public Works Manager Dave Moyer said
Monday morning he was pleased with how the staff
got the streets cleared.
Although he hadn't discussed details with Public
Works Supervisor Brion Penlale, Moyer said there
are generally only two staff on call on the weekend.
"They did as much as they could," Moyer said. "I'm
very pleased with the staff. I think the streets look
fantastic."

Mg along the streets. The town's sidewalk snowplow
broke on Friday .and Penhale was away getting parts
on Monday. The machine was working again on
Monday night.
Although it is the town's responsibility to remove
snow from sidewalks in residential areas, businesses
are responsible for clearing sidewalks in front of their
properties, The town is responsible for clearing side-
walks in front of its properties.
Moyer said Mown staff "make a pass" along side-
walks in front of Main St. businesses when they can.
He said the Christmas tree barrels in downtown
Exeter have hampered efforts •
"It also helps if people clear their own Sidewalks (in
residential areas) during these difficult times," Moyer
said.
"We would appreciate if they (residents) would not
blow snow onto the street," Moyer said. "It results in
them getting it back into the driveway and makes it
hazardous for traffic."
The Stephen Fire Department also had a busy:,:
weekend with its efforts hampered by snow.
On Saturday night, they were called to a Huron
Park residence for a first aid emergency. Fire chief
Robert Pertschy said the local ambulance was
delayed because of road conditions so the fire depart-
ment was asked to respond. Firefighters brought
medical equipment to the residence in a four-wheel
drive truck rather than risking getting the emergency
vehicle stuck in the snow.
An ambulance from Hanover en route from London
was located in Exeter because of the weather and
went to Huron Park to pick up the 29 -year-old man

On Sunday morning, fire department personnel
responded to an alarm at Middlesex Hall of Centralia
College, Pertschy said pipes had broken in the boiler
room and water was spraying on the panel box but
no damage was done to the building. Rte;
