Bluewater may go co-ed
GODE11ICH — A decision is expected soon re-
garding the possibility of bring female residents to
the. Bluewator• Centre for Young Wenders, ac-
cording to the Godorich Signal -Star.
The Ministry of Correctional services is consider-
ing the possibility of opening a separate but inte-
gral unit or living area for females aged 16. to 17
years. Units normally house 14 residents.
There are currently 75 male residents at the
Bluewater centre located south of Goderich on
Highway 21.
Ministry spokesperson Hoss Virgo would not
comment . why the decision to send females to
Bluewater is being made 'at this time.
Wingham gets school
safety zones
WINGJIAM — Negligent drivers in. Wingham will
face increased police enforcement and doubled
lines near schools, reports the Winghani Advance -
Times.
The zones will be set up near the schools. Fail-
ure to -stop at a stop sign within the safety zones
would cost $210 versus the former 5105 fine and
speeders would be charged $95 rather than
$47.50 for d?iving .a minimum of 15 kph over the
speed limit.
Decreasing speed limits near schools is also an
option.
The changes are a result of a petition by local
• residents who are concerned about traffic speed-
ing, on Diagonal Road.

The safety zone concept was introduced. by the
province: at the end of the summer and includes
signage to indicate the zones.
County delays nutrient
management bylaw
STRATFORD — Perth County council has put of•
f
final adoption of the nutrient management bylaw
until it gets a legal 'opinion, reports the Mitchell
Advocate.
And in hopes of saving money, the county is con-
sidering paying Oxford County $500 for using the
opinion it has obtained on its own plan,since there
are many similarities with the one developed by
Perth. The cost would decrease if other municipal-
ities share Oxford's cost. -
Perth Director of Planning•Uave IFanly told coun-
cil last Thursday a legal review of the county's en-
tire bylaw could cost $6,000-7,000.
'By, using the opinion obtained by Oxford on'com-
mon issues, the county would only; have to pay a
lawyer to review ones that are different.
Although councillors were concerned about put-
ting. a bylaw in place Without anyone to enforce it,
'Haney said OMAI:RA will review disputes, accord-
ing to the Advocate.,
The bylaw has been .tabled for one month, until
the legal review is completed and more informa-
tion is received on the status Of a provincial plan.

Marys elementary school recently to teach 'stu-
dents about the dangers of traffic; how big a large
rig actually is and the t •

stopping distances. '
The entire student body at Arthur Mcighen took
part in the'event, while Grade 3 to 8 students par-
ticipated at holy Name of Mary School. ,
Ulch Transport Ltd. in St.' Marys provided a
truck and driver Chris Beard for the entire' day,
reported the Journal Argus.
Prior to getting a tour of the large transport
truck and learning about the risks of being near
one, St. Marys OPP Constable Hoss Marshall gave
the students a 10 -minute safety reminder in the
classroom.
Beard said the program was an excellent way to
deal with a potentially dangerous situation, Many

The Provincial government) has tended the deadline to
October 16th for Landlords, with gross leases, to notify their
tenants of their intention to pass on the business portion of
your 1998 property taxes to the tenant., Grossleasesmust
have been entered into on or before June 11, 1998.
If notification has been made, the landlord may pass -on all
of -the Exeter Business Association levy and that portion of the
Commercial orindustrial taxes for the part of the building that
the tenant occupies. Taxes on. residential units above stores
may not be passed, on to commercial or residential tenants. If '
your property has multiple tenancies, please call the
assessment office 1-800-.265-5192 to get the correct
assessment for each unit.
.. For commercial taxes, the Province has set 27.1% as the '
portion of property tax that can be charged back to the tenant.
For. industrial taxes, the Province has set 33.6% -as the portion
of the property tax that can be charged back to the tenant.
In 1999, the commercial or industrial landlords must serve
notice to the tenant no.later than 30 days after.the return of
the assessment roll. Usually we receive the assessment roll in -
early December.

The Provincial Assessment Act does not provide for a
change to the 'vacant unit' subclass in 1998 if"a business
closed or moved during the year: To qualify for a change for
1989, to 'commercial vacant unit'' or 'industrial vacant unit'
subclasses, a building must be vacant for all of Ju
and September of 1998, and the owner must make aan utast
application -by Nobember 1, 1998 for a change. Application can
be made either to the Assessment Office or to the Municipal
Office by November 1, 1998 for a change to the. "vacantunit"
subclass for 1999: -

The Province recently proclaimed. the Tenant Protection Act
which states that the rents charged for units in a rental ,
residential dwelling or complex are'to be reduced (formula set
out in regulations to the Act) if the municipal taxes for the .
property have decreased: Landlords are required to notify the
municipal office with the names and addresses of tenants in
complexes seven units or more so themunicipality can notify
the tenants before December 15, 1998. Landlords of
residential homes or buildings under seven units are required
to notify their tenants direct and/or implement the rent
decreases.
