Corporal Dwayne Finkbeiner ending six-month tour in

VELIKA KLADUSA, Bosnia — Eric and
Thelma Finkbeiner's son is coming home.
After a six-month tour in Bosnia, Canadian
Forces Cpl. Dwayne Finkbeiner is returning to
his native Crediton.on July 20.'
Finkbeiner was one of 1,285 CF personnel
deployed on Operation Palladium, the Ca-
nadian Forces operation in the former Yu-
goslavia. ' '
Operation Palladium is part of a larger
NATO ,(North Atlantic Treaty Organization)
35,000 personnel mission called Stabilization
Force (S -Force). S -Force has been operating
'since Dec. 1996 after replacing the 300,000
,personnel implementation Force (1 -Force) that
began a year earlier. -
S -Force's, mandate like its predecessor's,
is to preventand deter resumption of a civil
war in the war-torn region plus to provide sup -
•pori to international aid organizations who are
attempting to help re -build the area. .
Before.. Finkbeiner left for Bosnia he went
through an intensive four-month training ses-
sion at CFR' Petawawa which included lan-
guage training•and a thorough debriefing on
the historical and present -situation -of the re-
gion.
. The region's civil strife is not isolated to
the outbreak of civil war in 1991 and can be.
traced hack to hundreds of years of ethnic ten-
sion. To help.the soldiers understand the con-
_ flirt - they were issued the • Bosnia Country
Handbook which details the history of the vol-
- stile region. •-
While in Bosnia, Finkbeiner has served as a -
mobile support equipment operator with the

Second Service .Battalion National Support
Element. -
Despite -the length of the NATO operation,
Finkbeiner says that the region still requires a
military presence. •
"It is still a volatile situation because of the
refugees moving back into the area," fie said•in
a phone interview with the T -A.
Finkbeiner however feels that the region is •
"slowly improving. -. -
•
"Since l've been here l've seen a lot of
_change," he said. '`Jt is fulfilligg seting people
starting to come back and rebuilding their
lives."
- While his work over in Bosnia •has kept
him too busy to get homesick, he admits he
has gone through "small periods of missing
home.'' -
"I miss .things like Taco •Bell and McDo- -
nald's and seeing my friends and. girlfriend;'
he said.
Still no home at end of Oak St. in Lucan
LUCAN - Myrna and Dave. Tal -
hot are still waiting to see if their
home can be built at the end of Oak
St. in Lucan.
The snag is who.will pay for a
road that meets village standards to
run past the home's 90' frontage.
The quagmire didn't get cleared at
last week's land division committee
since neither the Talbots or -the
home builders, Teresa Ondrejicka
and Ron Pronchuk, were at the
meeting. Ondrejicka and Pronchuk
don't want to pay to build a road
along the entire frontage of 'the
home since the home's driveway
will only be a, few feet along. the
frontage and the road will empty
into a field.
They say there isn't planned de-
velopnient past the proposed Talbot
home in .the near future and they
shouldn't have to pay for a road to
nowhere. -
The village policy is for develop-
ers to pay for the construction -of a
road. that meets village standards
along the entire frontage or their
development.
Council instructed Ondrejicka to
find out how much it would cost to
build the road past the lot with in -
A Point to Ponder
by Rev. Vernon Dean
Exeter Pentecostal Tabernacle
it's continue the quiz from last week. Thim
s one is a "arital
j love" quiz and comes from a well known Christian radio
1 talk show host and author, Dr. James Dobson. 111 share my -
thoughts as well. Slo kick back, and fake five minutes and. answer
these five questions yourself. TRUE OR FALSE?
'1 j I believe that it's better to marry the. wrong pdrson than to
-remain single and lonely throughout life. J.
2)-1 believe' that'it'sr not harmful or sinful'to have sexual -
intercourse before marriage if the couple has a meaningful ,
I
relationship. - - • - ,. .
3) I Believe that -if a couple is genuinely in love, that condition is
•permanent and will last a life time. - -
4) Short courtships - going togetherfor'six months or less is best:
5) .Teenagers are more capable of genuine love than are older- -
people. , , ' • , -
Here's my thoughts: ' .
1) i hope everyone gets this one right. FALSE. There are.
literally millions -who have tried this on for size anddiscovered what
a disastet can result. •`
I 2) FALSE AGAIN. it rrs.both harmful and sinful to engage in •
sexual intercourse before marriage: - God says it, plainly in
His Word, the Bible. Of course; mankind likes to reinvent the rules.
••
Thai's not new. Several thousand years ago history records,
"Everyone did that which was right in their own eyes." They also
paid the price. -
3) Some people get tripped up on this question.. True love must
continue to be cultivated and nurtured. Just because a couple truly
love each other the day they get married doesn't mean they will
automatically be in love in twenty or -fifty years. Too many men are
guilty of saying "i do" and then forgetting lei continue to "date" the
one they have been pursuing for so long. Sorry, FALSE. • .
4) This question goes hand in hand with the first question from
last week about love at first sight. Many marriage counsellors
recommend at least dating for two years before getting married.
That allows the couple to truly become friends. How sad to see
some couples getting married only because) they are physically i
compatible and have a few interests in common. They never really
enjoy being best friends. Ruth Ann and I enjoy this "special
friendship'' aspect of our relationship very much. FALSE,
5) Last but not least, FALSE. The sex drive in males is
considered to be at its' maximum between ages sixteen and eighteen.
Some misinterpret that drive as meaningful love. I like what one .
speaker said to warn teenage girls of the different comments that
teenage guys make to try to entice them into bed. "When he tells
you how beautiful you are; when he tells you how lovely your eyes
are; when he tells you that you are going to get married anyway;
when he tells you he loves you and wants to make love to you
look him straight in the eye and say, "You don't love me - you are in
heat!' Couples getting married prior to turning twenty years of age
have a higher incidence of divorce than older couples. There's'
something to say about maturity in a relationship.
Hope you enjoyed these points!

put from village administrator Ron.
Reymer and public works.super-
intendent Doug Johnston.
She solicited a quote on the work
from contractor Steve Carter which.. --
lists --the entire roadwork- cost at
$14.190. That number includes
•$4.160 in sewer line" work that 'the
village maintains the developer
must pay alone since it benefits
its
only that lot. -
There - are four options the Tat,
bots and Ondrejicka and the village J
will consider: •
• •That the builder pays the entire
cost of ,building the road -past -the
frontage; -
•That the builder pays half of the
`costs with the kind owner on the
.other side of the street pick up the
other half; -
•That. the builder puts' money in
an in lieu account for the. roadwork
if and when lots further down the
street arc developed;
That the road doesn't ge: built at
all.
The.comtnince was forced: to -de-
ler the matter -till the homeowners
and/or builders are available to at-
tend a meeting. . ' -
