The two main terms were (1) a sales -purchase price of $2.1 million and (2) the use of the land- fill site at no cost to Exeter for the life of the landfill site. Our refer- ence to the "use of the landfill site at no cost to Exeter" requires some explanation. Our intention is to do the following: (1) To continue to charge for gar- bage collection/disposal by way of the bag tag system. (Reason: The user pay system has resulted in a significant reduction in volume to the "waste stream" and elevated re- cycling and composting levels. To discontinue may jeopardize the waste reduction program.) (2) To charge the same tipping fees for Exeter haulers as others. (Reason: System security. The answer is that Exet- er will 'pay itself, not the County. To illustrate: Revenues collected would go to (1) collection costs, (2) not recy- cling costs, and finally (3) to other Exeter purposes..Item (3) will be considerable. the moneys may go into reserves for future waste man- agement purposes or for a current project such as the expansion of the sewage treatment system. In any case, tax rates or user rates will be reduced to Exeter residents and businesses, because the Town is paying waste disposal fees to itself and not the County. The announcement of Exeter's proposal to sell the landfill site prompted many questions from the public. Here are some of those questions and their answers. What is the status of the landfill site right now? Exeter has a Certificate of Ap- proval for a landfill site with a fill area of approximately 41 acres in size. Called a footprint, this arca is divided into several parts or stages. Stage I is now filled. The Certifi- cate permits continued landfilling in Stage 2 subject to technical stud- ies. Those technical. studies are completed and are with the Minis- try of Environment. The studies indicate that the site has 60 years of landfilling capacity, within Stage 2 for Exeter purposes. Whpt impacts does the landfill site have on.the environment? . 11 is important to reassure the public that the Town intends to continue to operate its landfill site in an environmentally proper fash- ion. Certainly, the Ministry of En- vironment will not confirm an oper ations plan for Stage 11 unless the analysis shows that landfill activi- ties are safe to continue. The analy- sis has been positive. I) landfilling can be done in an environmentally safe manner, and 2) extensive test- ing indicates there has been no det- rimental off-site impact to water re- sources. In short, studies show that the particular hydrogeology of the site creates favorable conditions for landfill use. . Why would Huron Couto want Exeter's landfill site? The idea of selling the site does not originate with Exeter Council. Rather, the idea emerged from Hu- ron County's efforts to find a land - till site to provide for the many mu- nicipalities whose sites are reaching capacity. The County was unable to find a location that was both envi- ronmentally and economically - feasible to develop. As an alterna- tive, the County decided to consid- er acquiring the use of two existing local sites, Exeter and Morris Township, both having capacities that could provide for the foreseea- ble waste disposal needs of other SummerActive '98 underway HURON COUNTY - Summe- rActive '98, a national campaign aimed at getting more Canadians physically active, will take place in Huron County from May 22 to June 19. As other Lo- cal municipal .landfill sites are filled, the Exeter and Morris sites would be used. As a result, Stage 2 of the Exeter site would be filled in 20 years instead of 60 years (for Exeter use alone). Why shoyld Exeter sell its landfill ,rite In other words, why not keep the site for Exeter's use only? The an- swer is very complicated. Two key points should be made: 1) A fair purchase -sales agree- ment will benefit both Exeter and Huron County as a whole. The Town would be compensated for landfill space it has given up and the general taxpayer would benefit from the most economic system of landfilling available to it (ie. there are economies of scale in wider use of the landfill site). 2) The costs associated with oper- ating a landfill site can be onerous for a small municipality. It is pru- dent to share both the resource and the responsibility. How big will the landfill site get? The landfill property is approxi- mately 40.5 hectares (100 acres) of which approximately 16.7 hectares (41 acres) is approved for landfill site. By constructing the landfilling area higher, as is now proposed, the footprint will, in fact, be smaller, approximately 8.3 hectares or 20.5 acres. Whether the site is further devel- oped beyond Stage 2 will be decid- ed by the Town as we near the 60 - year mark (for Exeter use). It has been suggested by some that the site is worth more than $2.1 million plus free use of landfill space by Exeter. Council feels that these terms will compensate fairly for the value of the space considering (1) invest- ment/costs to date, (2), the small size of the site, and (3) regulatory limitations (for example, we could not readily obtain approval to sell to a user other than Huron County). We also based our terms of sale on (1) the advice of engineers, an economist and lawyers, and (2) the results of a business plan. Council is satisfied that the price is fair.
