Lucan council is con- cerned about the huge hog opera- tions that have been proposed for their neighbors' back yards in- Bid- dulph Township. . ' Lucan'co►uncil was given an up- date on what's happening in Bid- dulph Township with large scale- hog operations and their' draft nutri- ent management bylaw by Ausahle Bayfield Conservation . Authority general' manager Tom Profit and Lucan-Biddulph board repre- 'sentative Teresa -Ondrejicka at last week's meeting, Biddulph has passed an interim . moratorium On thi: establishment of large hog operations till they can • pass a nutrient management bylaw.. In a written report read aloud. Ondrejicka said the ABCA has no official position on the proposed Biddulph bylaw at this,time. "The board of directors and the authority willfind themselves in the position to develop'a statement over the next few months.because of the increased demand from pri- vate citizens and . municipalities alike for us'. to have one,"' she said. She also said the ABCA encourages municipalities to draft nutrient man: agement plans but. reminds them the ABCA has no ability to enforce such (bylaws. The ABCA sees its role as providing technical support and education."One example of this `is that Prout has attended a Bid- dulph public. meeting on the issue; and presented a series of studies that would help as reference materi- al for drafting a -bylaw. - Prout said Biddulph council is headed in the right direction. "It's not a problem or issue that's going to go away." he said. "it sounds like (Biddulph council is) talking about doing the right things. Prout reminded Lucan coun- cillors that the ABCA, has a vested interest in the qual- ity of water that winds its way through the wa- tershed to Lake Hu - ton and that the oth- er major player, the Ontario Ministry of Agriculture; Food • and Rural Affairs, is con- cerned about issues .that affect farmers. •' • "Biddulph has . the challenge- of blending those," he .said, adding that both sides are "right" hut they come from different viewpoints.
