board trustees changed their minds
on the issue.
At last Tuesday night's meeting
in Clinton, trustees voted 9-0 in fa-
vor of implementing junior kinder-
garten in Perth County schools this
fall where there is space. The board
will work to implement it in the
other schools.
The turning point for trustees was
an amendment to the junior kinder-
garten plan. Trustee Bob Allan sug-
gested junior kindergarten be im-

The Ministry of Education and
Training is offering the board a
choice between junior kindergarten
with $2.2 million in funding and
the early years learning program
for senior kindergarten to Grade 3
students with $2.9 million.
Many trustees expressed interest
in the alternative program, although
few details have been released.
"I'm glad there has been time to
explore the alternative [to junior
kindergarten), " said Trustee Philip
Baumgarten.
He said implementing junior kin-
dergarten is one way of increasing
the schools' enrolment and provin-
cial funding, which is based on the
number of students.
But Chairperson Abby Arm-
strong said she "can't implement a
program to reserve some bricks."
She said she sees the early years
learning •program as a way to im-
prove literacy for all students. Jun-
ior kindergarten is a voluntary pro-
gram so not all students will benefit
from it, she said.
"I'm not comfortable closing one
door without knowing what's be-
hind it," said Trustee Leslie Wood,
who is also interested in the early
learning opportunities grant.
She also said the board learned a
lesson itself over this issue which is
"not to jump the gun." On the issue
of equity, she pointed out that
everything in the two former
boards can't be amalgamated by
Sept. 1.
Junior kindergarten will be im-
plemented this fall in Anne Hatha-
way, Avon, Bedford, Romeo, Fal-
staff, Hamiet/Portia, in Stratford;
Listowel Central, Listowel East -
dale, Milverton, Mitchell, St. Mar-
ys 'Central, Shakespeare and.
Sprucedale this fall. Where space
permits, it will be added to Central •
Perth, Downie Central, Morningtont
Central, South Perth Centennial,
Elma/Atwood, .North Easthope,
Upper Thames and Wallace.
