aircraft
incident
HURON. PARK -`Bruce Millar of
Huron- Park is in Victoria Hospital
in London with hack injuries fol-
lowing an aircraft incident at the
Centralia Airport last Wednesday
night.
Millar. an instructor at Delta Bra-
vn.Aviation. and his student Gerard
-Moss of Torcinto were in a training
flight in Moss' MX II ultralight air-
craftwhen the incident Occurred:.
According to the Huron County -
Ontario Provincial Police report, the
ultralieht air.;raft suddenly.Iost
.power after it took'off and crashed
back onto the runway.
The OPP'repon also :stated Moss
-Complained of soreness at the base
of his back but was not -taken to
hospital.
Ken Kennedy of Delta Bravo said
although flying is not a risk-free ac-
• tivity. this is not a normal occur,
rence.

drowns in

Lucan man
dies as a
result of
collision

vehicle collision that occurred on
May 31 on Highbury Avenue. north
of London City limits.
. Darren Mills, 33. of R.R. 2 Lucan
died on June 6 at the South Street
Campus of London Health Science
Centre as a result of injuries sus-
tained in the accident.

vote against Town -PUC
merger recommendation
EXETER - At its Monday -night meeting, Exeter Council'; Committee
of the Whole adopted a recommendation confirming the town`, position
regarding a Public Utilities Commission = Tiiwn merger.,
• As a result of on-going internal restructuring, it•has been proposed that
the PLC -he reconstituted to make it an appointed body The issue is listed
on the•next PUC meeting agenda. -Councillor Wendy. Boyle and Deputy
. Mayor - Dave Urlin will attend the June 12 meeting.. -
in a draft restructuring order. council explained its position to the..PUC.
and indicated it .intends to submit a two-part restructuring proposal to the
Ministry_ of Municipal Affairs and Rousing that includes- PLC re-
constitution and a boundary adjustment hetwee.n Hay Township andExet-

-Notably. two members of council including Mayor Ben Hoogenhoom
and Councillor Robert Drummond opposed the recommendation. -

.A public hearing was held regarding a proposed zoning bylaw amend-

was decnbed as. a minor adjustment that will. permit development on Hu-
ron Street: The committee. had no objections and passed a motion rec,
commending the matter he sent to the next .:ouncil meeting.. -
County considers study

LLCAN - With the deadline for applications gess than two Weeks .away
Lucan Council didn't have. much time to decide where it would spend its
assessment from the recent infrastructure program. •
At its June 3.meetmg. council members looked at eight potential pro-
Jcct.s and decided to-spread•the money over three of thein by extending the.
Kent Street sanitary sewer. purchasing cover clarifiers for. the Sewage
Treatment Plant to solve.the algae growth.prohletri and paving the Elm
Street Park parking area.
All three projects total S?8.268 ,find -are within range of the village's al-
loc;ttion.
On •May 2. the province and the federal government reached an agree-
ment to renew the Canadian -Ontario Infrastructure Works program de-
signed to provide funds for the renewal of physical infrastructure and to
generate employment for the .1997-98 fiscal year. -
The 'S-159 million 'available from the program will he allocated to.trans-
portation, water and sewers. From that total. $263 million will go towards
.municipal -related programs.• :
When the village received notification froin the Association of Mu-

• nicipalities.Ontario regarding the second • phase of the infrastructure pro=
gram. Council estimated it will- only. receive a small portion hecause the
province indicated allocations to municipalities. will he decided on a •per
capita basis. •
But, according to. administrator Ron Reymer. the village received
578,268. the third highest grant in the county behind Strathroy and .Lobo
.Township. •
Although the •village received more money for infrastructure projects
than originally expected. it didn't have much timc_to decide where.it•s
needed.
The project allocation deadline is on June 13 leaving little time for pre-
liminary work Or analysis. During the meeting Deputy Reeve Harry
Wraith voiced his displeasure at the Ministry of Municipal Affairs and
Housing for the the short time frame they had to choose their infra-
structure programs.
Among the eight item shopping Mist, other projects included the exten-
sion of the Foundation Drain Disconnection Program. Margaret Street Re-
constru,:ion• Elizaheth Street Reconstruction: Storm Sewer Headers in. the
Nicoline. • Klemtcldt Crescent arca and Beecti Street -Reconstruction near
Duchess and Kent. •
:According to Reymer the Elm Street Paving project is..t "grey" area and
may • not he approved hecause the guidlines. and application forms state
municipal..funds can only he used for the "renewal and repair of -trans-
portation, water and ,ewer systems." He said all projects applied for must
he accompanied by a written explanation as to how they meet the .:nierta
set out by the federal and provincial governments. -

The village -began • the program -last November designed to. separate
•storm run-off water from the sanitary sewer system -by disconnecting foun-
dation drains and installing sump pumps. . • - ' •
In the late 1960's and early 1970's. Lucan councils had Ohtario Ministry
of Environment approval to allow -developers to connect weeping ole into
the sanitary sewer lines. which directed ram run-off water into the sanitary
•sewer system. -.
This practice has since•been phased out. Lucan:,.lagoon system handled -
the mfiltration•without added cost hut with the opening o1 the new. sewage
plant infiltration became an issue as ram water entering the sanitary sewer
system through manholes. weeping tiles•and downspouts could affect the
overall functrining of the system.
A more immediate prohlein occurred last summer when a ram .storm fol-•
lowed by three days of steady ram flooded basements. -
The village has encouraged residents to install sump pumps on their
properties or in their basements and has subsidized the project- by pro-
viding home owners with a grant of up to S1.500.
Between 350 and 400 homes have foundation drains hooked into the-
sewer;system ani to date. the Public Works Department has disconnected
70 of them.
' "That program will be our fall -back position in case -.Elm street - is
turned down." said Reymer. adding the money would help disconnect
more drains.
