Clayton Hefley of Exeter was presented with the Meritori-
ous Service Award on May 12 at the Huron -Perth Lung As-
sociation's Annual Meeting. Hefley was presented with the.
award for his Outstanding contribution to the Huron -Perth
. Community displaying leadership both as -a chairtr000f the
board for four and a half years and in fundraising and .ed-.
ucation initiatives... The executive director of the Huron -Perth
Lung Association, DeeDee. Herman, nominated Hefley for
his service on the- board of .directors as president from
1991 to .1995. He is `credited with -representing the com-
munity view while keepirjg the best interest of the Lung As-
sociation in mind and for his active role in fundraising both
ase volunteer and as a corporate sponsor. This -is the first
time the Huron. -Penh Lung Association has, nominated a
candidate for this prestigious award in several years. .

EXETER - Huron -Perth hospital
restructuring is • proceeding; The
eight hospitals will not. however.
meet the initial June deadline set_ by
the District Health Council to, hire
a Chief Executive• Officer who
would oversee the two -county sys-
tem. .
- "We're trying very hard." said
South Huron -Hospital .Board Chair
Verla Russell, adding. "But it's a
slow -process:"

ing, "The timelines of being done
in June of. this year was something
we just couldn't reach."

Committee seeks motion to proceed

VARNA - After months of dis-
missions, the Municipal Re-.
structuring Committee is seeking
direction from its municipal mem-
bers: At last Monday's meeting, the
MRC discussed.comments gathered
from four public meetings- and the
direction the committee should
take. -
The committee is •composed of
. the councils of Bayfield, Hensall
and Zurich as well as the townships
of Hay, Stanley and Tucketsmith.'_
At the: public meetings held in
Varna, Bayfield, Brucefield and
.Zurich in April and May, some
'- people were clearly for -or against.
•amalgamation. Of approximately
26 returned questionaires, ' only
three indicated opposition to amal:
gamation. '
Most. participants- had questions -
ating plans and :budgets.
Although South Huron Hospital.
will be operating with a $450.000
deficit and is underfunded between
$700,000 and $F million, Currell
says no -layoffs • have been an-
nounced.
- The- Ministry of Health and the
DHC acknowledge this • under-
funding although the 'ministry ,be-
lieves funding should come from
redistribution as a result of re-
structuring.
- "We say that that • is not accept-
able." said Currelt. "This is an un-
-:derfunding problem, .not a .dis-
tribution problem."
The hospital is' still waiting for
some movement on the part of the
goverment , to recognize that cuts .
across the hoard- 'will
severely impact people
unless there is a con=
tingency fund. .

The hospilal's fund-
ing has been, redueed by $198.000
this yearr-which totals approximate-
ly five per cent of the annual bud-
get.
The board hopes to avoid staff
• layoffs and to achieve spending re-
ductions through early retirement.

To date. five staff members have
accepted this offer.' Over a re- -
covery time, the retirements should
provide a spending cut of between
$100.000 and $ 150,000.

sentation. At every meeting, people
expressed concern there were. not
enough savings through amalgama-
tion. -
Concerns were also raised at the
public meetings.and last Monday's
meeting about the report's assump-
tions and the accuracy of numbers.
"If we're going to build on it, we
should build on it with bricks, not
straw," said . Bayfield Deputy -

In response, • the committee
- agreed 'staff would "shore up" num-
bers • where possible. Committee
members 'said they would hear
questions from councils at any
time. --
,The. committee also considered
the option of a one -tier -govern-
ment.. .
"We should at least. look at one-
tier." said Hensall.Reeve Cecil Pep-
per.
Bill - Carnochan, `Tuckersmith
Townships reeve concurred.
"Everyone has to keep their op-
tions open...You have to Zook at the
attributes of one=tier and know
what is in a two-tier," he said.
Carnochan raised the example of
the recent Chatham -Kent re-
structuring commission.
Although the . majority of mu-
nicipalities supported a two-tier
structure, the province mandated a
one -tier system which Jack Carroll.
the local Member of Provincial Par-
liament, called a "pattern for the fu-
ture." -
In Huron County, a one -tier. pro-'
posal wilt be discussed at the June
5 county council meeting. Mem-
hers speculated the single -tier struc
ture would have one representative
"per municipality .with a weighted
vote on recorded votes.
Other unknown factors facing
municipalities and the county in-
clude financial consequences of
losing 'provincial grants. Policing,
library and private sewage disposal
programs are expected to cost more
locally in 1998. .
Although the committee is not
ready to submit a restructuring pro- .
posal, itdoes want to continue, •
based on direction 'from the mu-
nicipalities.
• "Status quo is not an alternative."
said Patricia Carrier, Bayfield's
reeve. -
"At least have a structure in place
to absorb the problems that 'you're.
going to face," stated Carnoehan.
The committee members agreed
to return to their individual coun-
cils to vote on whether•or not the
MRC . should prepare the re-
structuring proposal.
• If given the green light, the com-
.mittee would prepare a proposal
and present it 'to each municipality
before submitting it to the county.
