SNOWMOBILER

I first heard rumour'last winter that some police jurisdictions were
ticketing snowmobiles spotted without those tacky blue on white
reflective decals. Then I had the misfortune to meet several fined
recipients. They were not happy campers, as my burning ears can
attest. The scuttlebutt continued throughout the summer and early fall.
Now it's as official as it gets: graphic numbers are a no -no that will be
attracting police attention this winter.
This -Thy c as a big surprise to many snowmobilers. Most of us
have been using vin 1 graphic numbers for years instead of the official
Ontario Ministry of Transportation licence decal. We know how much
better they look and in many cases, they're bigger and more visible
than their bureaucratic counterparts. Besides, the manufacturer's
de gn and graphics discourage affixing the MTO licence in the proper
p ace. So, if you're like me, your graphic numbers are positioned on
the sides close to the mandated spot. In fact, this operation was
usually completed by my dealer, Dunford's of Havelock, -before I took
delivery. I rarely even saw my MTO decal -.until this fall.
There was a time when doing your own graphic numbers was legal.
Dalt on September 30, 1983, the law changed. All sleds are still
required to bear a registration number for identification purposes. But
from that date on, any snowmobile registered for the first time must
d'splay the blue on white Ministry licence decal on each side of the
cowling with the rear portion of the decal within 10 to 15 centimetres
o' the back of the cowling. So if your sled was manufactured after
1983, this means you!
In the rare cases where your cab design makes this' acement
impractical (and you're prepared to argue the point wi a.shivering
cop on the trail), the decal may be affixed to each side of the tunnel as
near as possible to the forward edge of the reflector light. But you'll
be in trouble if the numbers are obscured in any way by your boots or
saddlebags, to say nothing of dirt, snow or ice.
But what if you already have graphic numbers on your sle? To be
legal this winter, you'll have to affix the official MTO licence decal in
the prescribed Iocation.With ownership and insurance in hand, go to
your local MTO outlet and buy one for $10.00 after filling out the
standard application. There is some talk of a police declaration form
too. Ministry preference is for their decal to replace your existing
graphics, in part to avoid confusion and also because the numbers on
_your new decal will not be the same - so remove your graphic
numbers with a hair dryer and hang them over your mantle piece as a
memento of simpler times. You will also need an annual validation
sticker, similar in look and concept to the one for your auto plate.
Many snowmobilers ask why the manufacturers haven't created a
standard place for licences. The same question is often asked about a
spot for trail permits. Apparently the licence issue was supposed to
have been resolved in 1988 when the International Association of
Snowmobile Administrators persuaded each manufacturer to leave a 3
1/2" by 6" space on both sides "no further forward than 8" from the
rear edge of the cowling "unencumbered by graphics, pinstriping,
special painting or demarcation lines for the placement of a
registration decal." Despite this agreement, not much progress seems
to have been made since, although MTO did size their licence decal
accordingly. Hopefully as a result of this column, some indication of
the current status of that 1988 arrangement will be forthcoming and
maybe we'll sec a more definitive location on snowmobiles soon.
So where does that leave you and I? With the tough choice of either
complying with the law or risking a fine for disobedience. In making
your decision, there are several final points to consider. One, the legal
requirement for the MTO licence has now been well publicized, so
police won't likely be accepting any excuses. Two, there will be more
police on the trails this winter. And three, police have apparently been
instructed to enforce proper licences. All things considered, are you
willing to take the chance'? I'm not - my Ski -Doo Grand Touring SE
