Success of waste reduction program has Saved $400,000,

pared jointly by Rick Hundey, Ex-
eter's chief administrative officer
and Qlenn Kells, town work's su-
perintendent.
As well, the town is also in a po-
sition to sell excess landfill capac-
ity to other municipalities.
Thr purpose of the report was to
ansssier questions the town has re-
ceived as to why the landfill site
wasexpanded if the waste re-
duction program was working
properly.
In fact, some have suggested the
town sell its new landfill space to
other municipalities?
Kells and Hundey have re-
sponded to this question with one
of their own, "Does that not defeat
the purpose of the waste reduction
program?"
It's a decision the town may have
to make sooner or later as they will
undoubtedly receive requests to sell
use of the landfill` site.
Exeter has done its homework In
two vital areas, that of waste man-
agement and also by planning for
the future by expanding the capac-
ity of their landfill site. The town
purchased 95 acres adjacent to
their landfill site for $325,000. This

LUCAN - Although Lucan and
Biddulph Township have agreed
to enter into a joint garbage and
recycling collection system the
municipalities can't agree on col-
lection frequency.
Council reviewed submitted
proposals from various collection
companies last month seeking a
three-year contract. But during a
council meeting last Tuesday, the
issue was still unresolved.
Lucan is currently disposing
it's solid waste and recyclables
weekly and some councillors
want a cheaper variable collec-
tion system. At council's Dec. 3
meeting Reeve Rob Brady re-
ported Biddulph chose to return
to weekly collection of both gar-
bage and recycling after the
township received numerous
complaints about bi-weekly col-
lection. He said the Township of
North Dorchester also ex-
perienced similar complaints
about bi-weekly collection and
has returned to a weekly system.
"They said the savings weren't
worth the hassle," said Brady.
Councillor Rosemary Gahling-
er-Beaune added Biddulph may
re -consider after the Township
goes to a user pay system on Jan-
uary 1.
"I think Biddulph will change
their tune once they see their gar-
bage drop," she said, pointing out
Lucan had a 50 per cent drop in
its garbage once the village began
for garbage disposal.
Both municipalities are current-
ly under different collection sys-
tems. Administrator Rob Reymer
said Biddulph is holding a public
meeting on Thursday regarding
solid waste disposal and may re-
consider its decision.
"Obviously we both have to
come to a joint agreement," said
Reymer.

filling but it will be a buffer zone to
control future use of the land.
Waste currently going into the
landfill area is 40 per cent of the
amount prior so the introduction of
the waste reduction programs in-
itiated by the town. This was
achieved during a time when the
population was expanding.
"There are short term and long
term savings as well as environ-
mental gains," Hundey said.
Referring to short term savings
he stressed it must be realized that
in 1990 Exeter was far too quickly
coming to the end of stage one of
its landfill site approval. The site
was large but the provincial license
limited the area of its use."
At the 1990 levels of dumping
the decisions were clear cut ac-
cording to Kells.
The town was faced with a
choice of doing studies and making
the necessary investments to get
permission to expand the area for
landfill or they could have trans-
ported garbage to another facility
until expansion was approved.
Exeter attacked the problem from
another angle by trying to stretch
out the limited site capacity by en-
listing taxpayers' help in reducing
waste. This worked so well the
town is still stretching the capacity
of the present approvals.
Kells said the success of the
waste reduction effort also won fa-
vor with the Ministry of the Eri-
ABCA tells Lucan council It
can't approve culvert design
LUCAN - Two delegates from
the Ausable Bayfield Conservation
Authority attended the meeting af-
ter being invited to discuss the LO-
BRO (Loyens) proposed sub-
division near Chestnut and Walnut
Streets.
Bob Benner, ABCA's appointed
representative to council, and
ABCA engineer Alec Scott, said
the culvert/bridge planned for the
area will cost more than originally
projected due to a miscalculation
made by the developer's engineer.
Benner explained the culvert/
bridge does not adhere to pro-
vincial policy, which states it must
meet the requirements of a regional
storm based on the amount of rain-
fall from Hurricane Hazel in 1954.
The developer's engineer estimated
the cost of a culvert based on a
100 -years storm and the ABCA
can't approve it until it is re-
designed.
"Their original plans did not meet
the requirements we imposed on
them. It's a problem between the
developer and the engineer. They
planned for the wrong amount of
water," said Benner, adding there
has been little communication be-
tween them.
Administrator Ron Reymer said
council will write a letter to the de-
veloper and engineer asking them
consider communicating with the
conservation authority and attempt
to come up with possible al-
ternatives to the culvert/bridge re-
design.

valued at $1,500 was stolen from in
front of a King Street apartment on
Dec. 4.
Police report the bicycle was
locked. It is decribed as having a
blue/gold frame, brand name Rock
Hopper.

porting waste," he said.
Hundey said the long term sav-
ings are more impressive. "
Landfill space has huge value.
Since waste reduction programs
were introduced we have saved, by
not using, 36,000 cubic metres of
landfill space," Hundey em-
phasised.
"This represents about 1,44 mil-
lion dollars in savings and yet we
have potential landfill capacity be-
yond the foreseeable future. We
are saving our land. We are re-
ducing pollution and yet we have
the capacity to better control and to
eliminate environmental impacts."

As far as sharing the landfill, the
report stated that Exeter and mu-
nicipalities wishing to use the land-
fill site can only do so if a mutual-
ly beneficial agreement is reached
A recent study revealed Exeter's
potential for handling waste far ex-
ceeds the town's needs beyond the
next 30 years.
This fact is forcing the town to
consider the benefits of allowing
other municipalities to use the site.
Proceeds could be used to build a
reserve account that would go be-
yond the 30 -year plan period.
Landfill costs to Huron Cwnty
and its municipalities would be re-
duced substantially if existing sites
such as Exeter's are used to their
potential."
This alternative is much less 'ost-
ly than creating a "mega county
site" or exporting waste outside
Huron." Hundey said.
He noted that even if Exeter's
needs can be met by a "stand
alone" waste system, Huron may
still expect some of the Exete; tax
levy to be devoted to a county-
wide waste management system
which Exeter does not need."
In this case it may be better for
those tax dollars to come back to
Exeter for the future use of our
landfill site."
Both Kells and Hundey stressed
it would be wise for Exeter to
share the site if our needs are guar-
anteed well beyond the 30 -year
planning horizon, however Exeter
will still expect any municipality
using the site to practice their own
waste reduction.
