Old Town Hall
may be given
back
EXETER - The Exeter and Dis-
trict Heritage Foundation is pre-
pared to give the Old Town Hall to
the town.
In a letter received by council
Monday evening (see letter page 4.)
the Foundation suggests the town
may want to locate its municipal of-
fices in the restored building.
Council agreed such issues
should be left to next Tuesday's
strategic plan meeting, which will
likely include discussions on the
town's public buildings.

landfill loses
$24,000 in
business
ZURICH - The Hay Township'
Zurich landfill site's tipping fees
have driven away some business
and the rates are being increased to
make up for the shortfall.
Zurich councillor Marg Dcichcrt-
Holmes reported that one sanitation
company has stopped using the
landfill site, and is dumping at a pri-
vate site to the south. The loss of
traffic is costing the municipalities,
which operate the site under a joint
agreement, some $24,000 a year.
"That's one reason we increased
the tipping fees...because we're los-
ing that revenue," said Deichcrt-
Holmes.
"Well, the landfill's probably go-
ing to last another three years,"
commented Zurich reeve Bob Fish-
er.
The new tipping fee bylaw has not
yet been finalized, but is expected to
take effect will he take effect for
April 1.
For the householder. a carload of
garbage taken to the dump has in-
creased from $5 to $6.

Lucan moves garbage 'and
recycling collection days
LUCAN - Council has made ar-
rangements with the Bluewater Re-
cycling Association to pick up re-
cyclable items in the village
beginning, Thursday, April 7 and
every Thursday thereafter.
C.H. Lewis Ltd. who handles the
village's garbage pickup contract
has also agreed to switch to Thurs-
days and it will begin on Thursday,
March 31. For that week there will
be no recycling pickup.
Village residents will also be no-
tified of these changes by cable tel-
evision, a newsletter and a notice in
the Exeter Times Advocate.
The reasons to switch to the
Bluewater group for recycling are
twofold. Firstly the present waste
management agreement with three
other Middlesex municipalities
comes to a close on March 31 and
Bluewater handles a wider variety
of recylable items.
When Bluewater begins the recy-
cling pickups on April 7, village
resi4ents will be able to dispose of
additional items including plastic
bottles, boxboards which include
detergent, cereal, dry food and over
the counter drug boxes along with
corrugated cardboard.
Works superintendent Doug
Johnston has reported that the an-
nual spring cleanup will be held the
week of May 9 to 13 and councillor
Bryan Smith says the annual Pitch -
In program is scheduled for Satur-
day, May 7.
On Pitch -In Day, a number of or-
ganizations band together to scour
the entire village for garbage and
recyclahles that may have been
thrown away.
Smith said the two firms, Blue -
water and Lewis are expected to
have trucks available at the Lucan
Scout Hall to help take care of the
rewards of the drive.
A date will be set later for a day
when area residents can bring in
used tires they no longer require.
Clerk Ron Reymer will be asking
Alec Scott of the Ausable Bayfield
Conservation Authority to attend a
meeting in the near future to dis-
cuss the suhwatershed plan and
find out if this would expedite sub-
division approvals.
Building inspector Barry Mills at-
tended the March 15 meeting of
council and reported that 37 build-
ing permits had been issued during
the year 1993. These permits did
not include demolition or shingling
of roofs. This was the same amount
of permits as the previous year, but
the value of these permits was con-
siderably higher at $2.5 million.
Most of the increase was because
of the four-plex and 28 unit condo-
minium project established by
W.H. Loyens.
Mills told council there are a
number of changes in the building
bylaw saying, "I am bringing it up
to date and it will be a good work-
ing bylaw and will be approved by
the Ministry of Housing.
The subject of the need for a
building permit to re -shingle a
house roof was discussed. Council-
lor Reg Crawford, who is a local
contractor said, " The roof and the
foundation are the most important
parts of a dwelling."
Lot grading continues to be a
contentious issue. For in -fill lots
and subdivisions, a certified grad-
ing plan from an engineer or Onta-
rio Land Surveyor may be required.
