February 22, 1984 - A wildcat
strike at Fleck Manufacturing at
Huron Park lasted only three
hours on Monday and the strik-
ers went back to work as the
plant committee met with man-
agement and came to an agree-
ment. A few days later workers
were promised that no layoffs
were anticipated and that com-
munications would be im-
proved.
The strike of 79 employees of
Bell Aerospace at Grand Bend
is in its second week. Negotia-
tions broke down on February
14. Local 1767 spokesperson
Tony Jones said workers had
been offered a wage increase of
4.14 percent.
The Huron -Perth Separate
School Board has okayed plans
for additions to Precious Blood
School in Exeter and St. Jo-
seph's in Clinton. The Exeter
addition will include a library
and auditorium.
The Exeter Molting Hawks
won the Goderich old-timer
hockey tourney on the weekend.
Bill Chipchase scored two goals
for Exeter in a 3-2 final win
over Utica, Michigan and was
also the most valuable player.

February 27, 1969 - A poll
taken amongst Exeter business-
men last week indicated the ma-
jority are in favour of closing
for one full day each week. At
present most stores close at
noon on Wednesdays. On Mon-
day they voted to close all day
Monday instead of Wednesday
by a vote of 36 to 18. The bylaw
now in effect was passed in
1942 and said stores could not
remain open later than 11 p.m.
on Saturday nights.

February 1944 - The Exeter
wartime committee and the Red
Cross learned that of the money
collected to be sent overseas

The Exeter Lions club decid-

Lottery Licences Exeter Legion gets
Guidelines now clear on licencing break on bingo fees

Zurich - A lot of organizations
are a bit confused about changes to
licencing policies for municipal lot-
teries and bingos that came into ef-
fect in early February.
"Basically nothing has changed,"
said Maureen Simmons, clerk -
treasurer for Zurich council. "What
has changed is that now it iS in
writing and a lot of municipalities
are finding regulations are better
defined."
Janisse Zimmerman, clerk -
treasurer of Hay Township said
municipalities have also been given
a bit more power and a lot more pa-
perwork, but she agreed little else
has changed.
"It's a surprise to all of us that the
regulation isn't all that different,"
Zimmerman said. "The new manu-
al really clarifies how we should
have been doing things all along."
In the past, she said, the munici-
palities were left on there own to
interpret vague terms and condi-
tions that were passed on to them
from the province regarding licenc-
ing lottery events.
Municipalities can license any
media bingo event where the cash
prize does not exceed $5,500. They
can licence ticket raffle lotteries
where the value of prizes does not
exceed $50.000.
"For many groups
this isn't a
problem."
Simmons said one of the big
changes for many groups is that
they can no longer use lotteries or
bingos to raise money for some of
their programs because it goes
against guidelines.
"It's not that the guidelines have
changed, but there were never fol-
lowed because they weren't clear,"
Simmons said.
Now that the guidelines are in
writing, municipalities have found
out that lotteries and bingo funds
cannot be used to raise money to
sponsor programs in Third World
countries for example.
"The Order of Council states that
money has to remain in Ontario,"
Simmons said.
As well, some adult sports teams
were getting licences where they
shouldn't and service groups were
running lotteries that should never
have taken place.
Simmons said adult sports groups
can't really raise money for them-
selves.
"Now we have to go to these or-
ganizations and tell them they are
no longer allowed," Zimmerman
said.
As well, municipal licenced lot-
tery money can't be used to support
programs that oppose government
policy. An example of this would
be pro-life campaigns which go
against present government policy.
Groups also have to show that
they are in fact charitable groups.
There is a lot of criteria to follow
such as the group must have a board
of directors. "For many groups this
isn't a problem," Simmons said.
As mentioned earlier, there is a lot
of paper work tnvolved now for
many municipalities and that's why
some have increase the fee they
charge for licencing.
Administrative charges are now
flexible based on a percentage of
prizes.
"Were are required to follow up
on a lot of things such as deposit
slips, checking financial statements
and mandates," Zimmerman said.
"Again, this wasn't done in the past,
hut it should have been."

EXETER - The bingo licence fee
for the Legion Ladies Auxiliary
will increase, but Exeter Council
agreed to compromise on the fee
hike Monday night in response to
an earlier meeting with the group.
The fee will now be set at 2 per-
cent of the value of prizes rather
than the planned 3 percent.
A delegation from the Auxiliary
addressed council two weeks ago
about the increased costs of run-
ning their bingos under new regula-
tions.
The licence fee for each bingo
has increased from $20 to $63 and
Auxiliary president Dorothy Pfaff
pointed out that the extra costs only
cut back the $14,000 in donations
the group makes to community pro-
jects.
During that meeting Deputy -clerk
Laurie Dykstra said the Auxiliary
usually purchases licences for 13
bingos at a time, for six months of
events. She said the cost has risen
from $260 to $819.
The compromise for the Auxil-
iary will set the licence fee per bin -
