Verne Postill (left) retired from the Exeter PUC after 36 years of service. Before he started in
Exeter in February 1958, he worked for Ontario Hydro and the Clinton PUC. At the time of his
retirement, Postill was a sub -foreman. He was treated to a retirement dinner at Frenchman's
Inn last Tuesday evening, and was presented with this piece of artwork by PUC foreman Bob
Pooley.
BB -gun toting vandal
sought in Zurich
ZURICH - A vandal armed with a
BB gun is believed to be taking pot-
shots at residence windows in Zu-
rich.
The Exeter OPP say they have re-
ceived three complaints of windows
vandalized in the past few weeks,
and are seeking information about

Police say the weapon used is
likely a BB gun, but might be any
other kind of air gun, or seven a
slingshot.
The OPP are also receiving com-
plaints about snowmobiles driving
down sidewalks in local towns and
villages. Since the use of the snow
machines on sidewalks is banned
under most local bylaws, the OPP
are asking snowmobilers to stay on
the roads.

tecostal Tabernacle held their
business meeting at the home of

Planning fees bylaw
dies as Council
refuses to pay county
for services
EXETER - Town council, reluctant to approve
new higher permit fees for planning services, al-
lowed a bylaw to die on the order table, and a quirk
of procedure prevented them even discussing
why...for a while. -
Bylaw Six, according to the council agenda, was a
bylaw to set planning application fees for the town.
Similar bylaws are being set in other Huron mu-
nicipalities as they adopt a unitized approach to
planning, and allow the county planning department
to collect fees for its services on a user -pay basis.
Many municipalities, including Zurich, Usborne,
and Hay Townships, have opposed to fee schedule,
saying that county planning is charg-
ing high rates for what they perceive
as relatively little work.
Some municipalities have set lower
rates than the $1,000 recommended for
a rezoning, or the $510 for a minor
variance. The county will still get its
cut, and the municipality will absorb
the loss.
When Exeter's bylaw appeared on
the table last Monday evening to set
the unitized rates, it failed to even get
motions for fitst and second readings.
"We can't even talk about it," point-
ed out mayor Bruce Shaw.
A second show of hands found not one member of
council interested in the bylaw.
"Bylaw six is dead," pronounced the mayor.
Only when councillors were invited to make gen-
eral comments at the end of the meeting was the
planning fees issue discussed.
Councillor Ben Hoogenboom said the proposed
changes let the town "fall right into the hands of the
planning department in Goderich."
He said the town recently fought the $750 consent
fee required by the county, even though virtually all
paperwork for severances is done in town, and now
he said this user -pay plan was a second attempt to
gouge ocal property owners.

He said most of the work is done right in town,
and if Exeter were to go to a user -pay system, its ac-
tual costs would be much lower.

Councillor Bob Spears said the town planning
committee, before agreeing to the county's "user -
pay" plan, wants to make sure Exeter is guaranteed
the county levy will be reduced by an equal amount.
"We don't want to pay twice for the service. We
don't mind paying once," said Spears.
Only deputy -reeve Lossy Fuller said the county
fee structure "appears a step in the right direction".
"It has to happen, this is the way its going," said
Fuller.
Although administrator Rick Hundey said the
user -pay plan came out of a joint proposal by Sea -
forth and Exeter and he played a part
in the final decision, he admitted "I
don't agree with the figures, but they
aren't my figures."
Hundey agreed county planning rare-
ly attends meetings in Exeter, and its
reports are brief on Exeter planning
matters.
Shaw said he understood the prob-
lem to be that while Exeter supports
user -pay, council wants it to be at a
reasonable price to the property owner.
"What bothers me is we have a de-
partment in Goderich that has been al-
lowed to run on its own with increases
that are not reasonable in today's society," said Hoo-
genboom, and asked why the other municipal repre-
sentatives had allowed this to happen over the
years.
Hoogenboom said for the last consent application
in Exeter, the planning committee received a single
piece of paper from county planning. According to
their user -pay schedule, such an application requires
15 hours of work in shell department.
"Fifteen hours to produce that piece of paper is lu-
dicrous," agreed Shaw.
"It appears there is too much work involved in
anything that goes on in the planning department,"
said Hoogenboom.
When asked what would happen now that Exeter
has not approved the new fee schedule, Hundey said
since county council approved the fees, the town
can expect to be billed for planning services any-
way.
"They're likely going to bill us whether we pass
the bylaw or not," said Hundey.

EXETER - Blyth's Crossroads
Drama Festival is an annual event
that gives highschools in Huron
County the opportunity to
showcase their talent and learn
about the theatre from working
professionals. This year
S.H.D.H.S. will present, "One
Thousand Cranes," by Colin
Thomas.
Director Beth Jantzi says this
play was chosen because of the
quality of the piece and because
deals with feelings and ideas t at
are important to people of all ages
and all cultures. It contrasts the
stories of Buddy. a 12 year old
Canadian boy in the present day,
with Sadako„ a 12 year old
Japanese girl in 1954. Both
children must face the realities of
our nuclear age and come to terms
with their own fears.
"One Thousand Cranes', which
was first produced by The Green
Thumb Theatre, will be performed
at the Blyth Memorial Hall on
Friday February 11 and at South
Huron D.H.S. on March 3, 4 and
5.
