As Ontario's agminister, he got a standing ovation at the an- nual meeting of the Ontario Fed- eration of agriculture. Farm leaders in this province are not known as rabid Niitupporters. This ovation came for Buchanan at the same time as Bob Rae was being condemned by his traditional supporters, organized labour. Is there something here that the New Democrats can Team? ,Buchanan -- and Pm sure he did not really appreciate the in- sinuation -- was being compared to one of Canada's most popu lar agricultural leaders, Eugene Whelan, who was the federal minister of agriculture under several Liberal governments. He was credited with having all kinds of clout in the Liberal Cabinet, perhaps more influence than he really had. Pierre Trudeau in that Ttudeau was a person who always took a pragmatic approach. Will it work'? is a question he must have asked himself. Buchanan got the applause be- cause he put through legislation which demands a S 15O -a -year fee from every farmer in the province although individuals will be able to get the fee re- funded if they apply. The mon- ey will be given to the Ontario Federation of Agriculture and the Christian Farmers Federa- tion of Ontario. The theory behind the fee is that every farmer benefits from advances should help pay for those advances. Several groups of farmers worked hard to prevent the leg- islation from being passed until a referendum was held but Bu- chanan, after a number of revi- sions, finally got to the law passed. The OFA rejoiced. Now, after a hundred years of limping along financially, the federation may now have enough bucks to build agricul- ture in the way it should be built. The OFA has been pushing for the legislation for a decade. Plenty of opposition came from a group that called itself the Si- lent Majority, headed, I believe by cattlemen in Grey -Bruce - Huron counties. But Buchanan stuck to his guns and the legislation is now in place. I heard several farm leaders speaking about it during the last few years. One likened it to a professional fee or union dues and it made sense to me. Farm- ers are always trying to get the rest of the world to understand that they are different from eve- ryone else and should be treated in a different manner. But they were always crying that they were too poor to do anything about it. Buchanan, I believe, listened to the farm leaders and to his ad- visors perhaps more than Cabi- net ministers do, and he fought for legislation.because he must belicy.o t4sure heli thinks it will work and I am on his side. I paid an annual fee -- union membership -- as a college pro- fessor for years. I also upheld the Newspaper Guild when 1 was a working journalist. I did so because I believed in what those organizations could do for me that I could not do alone al- though I have never been a rab- id labor supporters. Farm organizations may now be able to fight big business. By big business I mean multi- national companies that have considerable clout all over the world. (Trivia question: Who owns the largest trucking com- pany in the world? Coca Cola). Farm organizations such as the OFA and the CFFA should be now financed with enough cash to do the job properly.
