It should also be a place where chil- dren learn to deal with problems in a constructive manner. The presentation included a talk by Dr. Hewitt and a skit on school - yard violence by Victoria Bisback, a OAC student at South Huron Dis- :trictHigh School. Dr. Hewitt said finding solutions io the problem can't just be leftin the hands of educators because vio- lence has become a big part of our society. "Violence in the schools can only be dealt with if people are willing to take a look at the big picture," she said. In the fictitious scenario set by London - Middlesex Emergency Planning Officer Ron Strickland, a large tanker truck carrying anhydrous ammonia was supposed to have overturned and ruptured near the entrance to the Brinsk;y Pumping Station on November 18. The Emergency Control Group (ECG) was comprised of the Reeve, Clerk, works Superinten- dent, Fire Chief Chuck Daigle and S/bgt. Robert Erskine of the OPP Lucan Detachment. The paper exer- cise covered evacuating the McGil- livray Central School and a number of residents, establishing security ,and assembling emergency re- sponse teams. Councillors John McAlpine and .Joseph Pavlech represented the County Emergency Officer in the exercise. They said they were pleased with the effectiveness of the Township's emergency plan and with the conduct of the participants. S/Sgt. Erskine, speaking for the .ECG, said he thought the exercise provided useful experience for the participants and that planning was well in hand in the event the Town- ship experienced a real disaster. He also noted the Township would ,have a great advantage over large .urban areas in real disaster condi- tions because most evacuated resi- -dents could fund shelter with rola- , tivesand neighbours. "All of this creates stress in fami- lies," Hewitt said. And this stress, in some cases leads to violence. She said technology, such as tele- vision, has brought. violence into homes that would otherwise not have it. "Because of technology; _ smaller .communities.are no.longer immune from violence," she said. "Technology has also taken away from young people the good hero." Many programs on television, Dr. Hewitt said, are about cynicism and lack of relationship. "They portray adults as suspect and unable to work together," she.said. Another unexpected problem for council•is that landfill sites are no longer property tax exempt under new provincial legislation. Ex- eter will have to start paying Hay Township taxes for its site on Con- cession 4-5. "We'll have to pay according to what their mill rate is," said Bell. Still, the town budget may yet break even.
