This was a question.that was asked
time-and:time_againty visitors from
other communities'who had a first hand
Chance to witness local support for the
.SHDHSPanthers-atIhe OFSAA tour-
namenronthe weekend.
The.girls,iunderithe leadership,of
coach Jim Workman, .Iived:npttohtheir
cranking to_emerge fromithe;tournament

'However;:there's anotherstory!hat's
:totallyseparate from:athletic _accom-
plishments: _It's.aboutlhow visitors to
our community wereereated royally
wherever:they'went -It'saabout how lo- •
cal people, many -of whom have never
seen a field hockey game in their lives,
turned out in fairly large numbers to
cheer on their Panthers. It's about the
good impression created by many of Ex -
aster's B.I.A. stores as they made visitors
'fiferel extra special.
It's about the hard work of many vol-
-unteers who made this tournament the
best in OFSAA history.
Players and coaches from 15 visiting
teams will .beiable to look back to Their
weekenditrExeter withall the good
memories associated with high school
sports. Of course, the victory was won
,on the field, but somehow we feel it is
one that can be shared by the entire
community.
Joint project promising

sall,nand Stephen Township was a very
positive step for:the southern part of
this county._

dollars_can.be:saved-by constructing
one sewageareatment plant.to serve the

munitiesinithe.township isinteresting
enough. •Perhaps•even•nmre:intriguing
is:the chanceto see a newiera of coop-
eration created amongsttthree-munici-
:I alities,.thattupalmtil now:have been en-
couraged:toutlkle:development and
serviaing isatuestonithei: own.
.Intact, oneccould:describe.certain pol-
icies asrpwmotiug_a "competitive" at-
mosphere, amongst anunicipalities .
Of course;ithis isn't:to.say:this spirit
ofcooperation:has been;newly-created.

tomtake.some use of it. Allthree-mu-
ninipalities are coincidentally looking
at sewer system upgrades.at the same
time. And for the first time, Hensall and
Exeter will be forced to -replace their
time-honoured sewage lagoons with
treatment plants.
There is :no :guarantee all three munici-
palities will find it to .their benefit to
build a joint facility, but initial estimates
make it seem more likelythan,not.
As one observer:noted _afterr.laast
Wednesday's meeting, the real surprise
is not that such cooperative efforts are
possible in small regions. The surprise
is .that they are stillconsidered so .unusu-
al.
This does point out there .are still quite
a few flaws in local government struc-
ture. While Huron County exists to
unite these municipalities .under a com-
mon government banner, it is -evident
that its structure sadly lacks the vision
needed to create better:and more:effi-
cient service deliveryamongst its mem-
bers.

In fact, she leaves nothing >,ed, from
buying toothpaste to next year's family vaca-
tion.
When I plan something, it's usually in re-
sponse act a crisis. A situation.will arise, like all
my geraniums will freeze beforc !winterize
them in the cellar. in response I plan to rescue
them next year by .writing on the calendar:
"September 10: bring in geraniums". Then I re -
alize that I don't have a calendar for 1994. I
therefore plan to buy a calendar next time I'm
at Tommy's Office.Supply.

the kids, and I will be doing every incur during

ter at planning the past than the future.

will disregard what the thermometer says at

over the field, directly from Baffin Island. 1
will be comfortable intste•sci of miserable.
Then I will plan last summer. tastead of al
lowing the kilts to.slay at camp for,four .weeks,
1'11 insist that they come home after two, so that
they can mow and rake -the lawn and do lots of
other chores an u al the house. For example,
let Alex install the flagpole and flag. Un the
oilier hand, i will definitely refuse to band a
paint brush to Stephanie. I also wont buy rol-
ierblades for Alexander. But I'll take itnany na-
ture walks with Dwtran.

"What is going to happen to the
five-year old who is a slow learner
and having problems making it?"
Dear Editor:
My, my tonight 1 took time to read your paper. On
the first page, the story was about education cut-
• backs where and why: they were making these cut-
backs. Lo and behold Lgo to the next couple of pag-
es and 1 read about the implementation of Junior
Kindergarten into the school system yet this year.
Well, let me -take my hat off to the government
and the board'of education for implementing a glori-
fied babysitting service to certain people of thearea.
At present that is what it is because there is only so
many spots open for the balance of this year for jun-
ior kindergarten.
In the past few months at Stephen central, we
have had several discussions with our teachers,prin-
cipal and trustee on the above matter and have come
up with all negative feedback. Yes, the government
is going to fund it at but what happens when
the fad wears out and we have to increase space to
accommodate the overflow forthis extra service?
What is going to happen to the five-year old who is
a slow learner and having problems making it? The
teacher is going to have less time to spend withthis
five-year old because she is busy disciplining,the
four-year old! What will happen to the handicapped
childwho also requires special attention?
We have good kindergarten teachers at present
and are well into the planning oldie year with X
number of students. Now, they tave to redo things
to accommodate a larger number of students.
I hope the parents of these junior kindergarten stu-
dents realize that this is school and being paid for by
the taxpayers. If they register their children it will
be like any other student at Stephen Central who
will have to answertoa regular roll calf and cannot
stay at home because they feel like it. I also hope
they realize that this is a structured program and dis-
cipline will start at age 4 instead of age 5.
They will soon make it mandatory or their num-
bers will be very inconsistent. Oh, what will happen
to the parent who does not want to register in March
of next year, but comes along in September of next
year, wanting to register? Are they going to let that
child in? So many ifs.
I wish to ask the government one more question,
what will happen when the fad wears off in a few
years and we have made a tot of changes to accom-
modate these children and the numbers lessen?
Teachers beware of more layoffs.
My hat goes off to Mrs. Elliou and Mrs. Desjar-
dine at Stephen Central because you have a whole
new concept ahead of you and all new frustrations.
Next thing you know Huron County Kindergarten
teachers will be on strike and the government will
then have to kick in more money to accommodate
the extra work load.
Ladies, you are doing a good job now with our
kindergarten class. Just keep up the good work and
grin and bear it. I know it is your job and you have
conveyed that to us but it is is not a worthy pro-
gram.

Junior Kindergarten is coming w Huron County
beginning January 1, 1994. Here is your chance to
give the Huron County Board of Education your in-
put on this subject.
The Exeter Public School Parents Association is
conducting a survey regarding Junior Kindergarten
at Exeter Public School only!
We recognize that many families may .not yet
have children in the school system. andthey may be
eligible for either Junior Kindergarten or Senior
Kindergarten. We would .appreciate your input to
the following questions on how yuu would like to
sex Junior Kindergarten operate.

accustomed and which 1 can't afford. I'm going
to be allowed to do what my kids are allowed
to do, and to speak to my patents the way they
speak to me - without serious consequences.
In spite of this pleasant, easy and soft child-
hood upbringing, I'm going to turn into a well -
adjusted, well-educated, happy adolescent with
as much freedom as I want. And in spite of be-
ing spoiled by all that freedom, I'll grow up to
be a disciplined adult of impeccable character,
outstanding scholarship, lovable naturc<and
handsome features. Women will fight over,;we.
Yet I will be immurhe to their temp' 'inerts and
prove my masculinity by being monogamous
and moneyed. And wise. And always correct.
This is fun. Why stop at me? I'm going to
plan Canada's past. The 20th century will be-
long to Canada. :We.will be the cawury we
were meant to be and whose role was denied us
by incompetent leadership and twisted .world
events.
There will be neither world wars nor dicta-
tors, neither depressions nor recessions. Cana-
da's population will grow rapidly and in the
proper proportions, We will have the best
health care system in the world at a cost so low,
