than layoffs.
;The :most important goal of the
restructuring will be immediate and
long-term cost -savings without af-
fecting the quality of education.
Trustees agreed that before any
restructuring is done there .will be
cpnsultation with boards, ernploy-
tts,and the community.
'The discussion paper is to be dis-
tributed to committees and bargain-
ing units so such consultation can
occur.
Carroll said the paper is meant to
be a proactive approach to the inev-
itable.
"There is a strong smell of
'smoke' in the air. It just makes
lamella take action before. the 'fire'
turns into a 'raging inferno'," he
said.

GRAND BEND - On August 19, i8nnegan's
Irish House hotted what they called 'A Cabaret
for Ladies Only'.
In other words, male entertainers were at the
Grand Bend Pub to put on a
show.
Nearly two weeks latter, Susan
Roche, owner of •die establish-
ment, received notice that a local
bylaw had been broken and she
was to appear in court on Septem-
ber 22.
That court date has been re-
manded to November 10 att+d:.
Roche told Grand Bend Court Ili'
last Tuesday night, she wants the
charges against her dropped. ante
Council did not comment on
itt
Roches presentation nor did they -
speak of the charges because it is
a court case and they do not discuss .anything
which is going to court.
The issue here is not whether or not the show
took place, but the actual interpretation of the
village's bylaw which prohibits anyone to own
or operate an adult entertainment parlour.
The bylaw defines an adult entertainment
Tarlour as "any premises or part thereof in
• .which is provided services appealing to or de -
"I do

Roche said that as the byltlrtlfrtlitval■ly
indivklual could lodge a formal coinplaint*It
would lead to prosecution against Ilesellitilts
ance of entertainers such as rock FIs,
rentals of adult movies or bikini
contests on the beach.
A petition with over 60 names
from local citizens backing
Roche was presented to council
Tuesday night and a couple of
them addressed council.
"I sgree with Sue in the idea
that we don't want a bunch of
strip joints in tow but there ap-
pears to be some hypocrisy here.
Council has endorsed bikini con-
tests on the beach," said Doris
Becker. ,
The show was advertised in
four local newspapers two weeks
prior to the event, posters were put up at Finne-
igan's and during the show, the windows were
'blocked out so the public could not look in.
Roche has questioned why she was not' in-
formed of the bylaw ahead of time but appar-
ently a complaint has to be put forth before any
charges are laid. A complaint was formally
made which resulted in the charges being laid
two weeks later.

`+IWiit the right to have the freedom of choice of
tasteful entertainment," Roche told council on
Tuesday.
"With an amended bylaw I could have this
right, instead of the outdated bylaw which at
the present time is affecting my rights," site
added.
Roche has asked that the bylaw be amended
for a more clarification and included in the by-
law it would be written, "any entertainment in
an establishment contain no frontal nudity by
any category of entertainer."
Stephen Townships which borders Grand
Bend, has a similar bylaw which prohibits the
operation of an adult live entertainment parlour.
However about twice a year, the Albatross
Tavern in Huron Park which is in Stephen
Township has a male adult show similar to the
one at Finnegan's.
According to Stephen Township's Deputy -
Clerk Linda Oliver, the Albatross can have
such shows because they were having them
prior to the writing of the township's bylaw in
1989.
