Irish council chair gets
warm reception in Lucan
LUCAN - When Lillian Harris
and her family visited Lucan, Onta-
no last week from their home in the
village of Lucan in Ireland she said,
" I hope this meeting of two council
reps is the first of many ways in
twinning our two municipalities.
At a reception at the Lucan Scout
Hall Sunday afternoon, Harris who
is chairwoman of the Ireland's Lu -
can village council said she hoped
j in the very near future that schools,
: churches, service clubs and Scout-
ing and Guiding groups could pass
information back and forth.
She added, " I hope this visit will
continue a good relationship.
School children can write to each
other to help cement relations."

was organized by Rev. Bruce and
Pat Pocock of Lucan. The Pococks
and the Bernard Rooneys of Bid-
dulph township were .in Ireland a
year ago and were treated royally
by the residents of the village of
Lucan in the county of Dublin.
Asked of her impressions:of Can-
ada and Lucan in particular she re-
plied, " I'm impressed by the friend-
liness of the people. Sunday
morning I took a walk down Main
street and 1 talked to so many peo-
ple, it took me two hours."
She also had a new experience
when she took the Pocock dog for a
walk Saturday night. It was the first
time she had seen a skunk. A small
Lucan black and white animal met
up with the dog and it took several
hours of applications of ammonia
to get the dog "smelling better".
Harris has been the head of a 26
member Lucan council for three
years now. An election is held an-
nually. None of the members of
council are paid as all donate their
services. Asked how many hours
she spends on village business, hus-
band -Tom was quick to respond,
"too much". Her answer was,
"About three full days a week."
The chairwoman said Lucan has
grown from a small community of
1,500 back in the early 70's to its
present population of in excess of
20,000.
Former Lucan reeve Ivan Hearn
who was in Ireland about 20 years
ago said he was surprised to hear of
the large growth.
In conclusion, Harris said a by-
pass has been built around Lucan
and the Main street will be pre-
served in its original state with no
one being allowed to change the
character of any buildings in the
original core area.
At Sunday's reception, reeve Tom
McLaughlin presented Harris with
a vilinge flag and mementoes were
presented by Gary McFalls of the
Lucan Lions, Jim Shipley on behalf
of Biddulph to'nship and Dale
Froats for the Lucan Scouts and
Guides along with a Lucan history
book from Ivan Hearn.

Mayor gave council wrong information
hoard drops p�lice chief's
expenses non -issue
EXETER - The police services
board will not be pursuing the con-
troversy over the chiefs convention
expenses any further.
Town council complained about
the $990 spent by chief Jack Hark-
ness in attending a chiefs conven-
tion in June, even though he was
suspended from duty by the Onta-
rio Civilian Commission on Police
Services. Mayor Bruce Shaw had
told council Harkness' was given
approval to attend the convention
because of a deal struck by police
board lawyers, Harkness' lawyers,
and the Commission chairman.
The chairman, Douglas Drink-
walter notified the Times Advocate
last week he was not responsible
for the convention deal.
"I have to say in all honesty I
don't know where that information
came from," stated police board
chairman Sharon Wurm at last
Wednesday's meeting.
Shaw said he is now . clear on
where the mistake was made, and
that while the convention issue was
brought up with the lawyers, Drink-
walter was probably not aware of
it.
"1 remember [policy board law-
yer] Judson telling us we have to
appear to be reasonable; said John
Stephens. "Until there's a new con-
tract [for the chief] the old one is in
effect."
Since the old contract (which ex-
pired January) included the chiefs
annual convention attendance, the
board had no choice but to approve
his expenses, said Stephens.
Wurm said Drinkwalter must
have been aware the chief was go-
ing to be at the convention, since it
conflicted with the June 29 date of
the hearing.
"We were calling a hearing when
the chief would not be in town,"
said Wurm. "That's how it came to
be raised in front of Drinkwalter."
With the lack of involvement of
the Ontario Civilian Commission
on Police Services now established,
the board agreed to file the letter
from council asking that the town
be reimbursed the $990 from the
Commission.
The board also noted the irony in
that council became very concerned
over $990, ignoring the fact that the
chief has been off duty all summer
and drawing full salary.
Board chairman Warn pointed
out the board did tum down an ear-
lier request from Harkness for addi-
tional training.
