Middlesex looking to new future By Fred Groves T -A staff LUCAN - Middlesex County may be shrinking, but the politi- cians and the residents it seems, are united in keeping their county to- gether. With the recent annexation of Westminister by London, the county has lost some tax base, that is ,one reason it has decided to launch a Strategic Plan. "I think Middlesex has some challenges as we lead towards the Year 2000," said Lucan reeve Tom McLaughlin whose village hosted a Strategic Plan .workshop last Tues- day night. "Annexation has a lot to .do with it." There are 12 workshops being conducted by the county, and on `Tuesday, there was one in both I1- derton and Lucan. "Once the workshops are done, we'll have a strong Strategic Plan," ..said McLaughlin. At the Lucan workshop, the over 440 people who attended, were giv- 'en some key issues to mull over in- ccluding a chance to help plot the fu- ' lure of Middlesex County. The county is made up of 14 townships, two towns and five vil- lages. There are 21 reeves and six • deputy reeves who represent ' 59,503 people. Middlesex employs 324 full and part-time staff and in 1992 its ex- penditures were $27.8 million. "Without doing a Strategic Plan, choices will be made everyday any- way," said consultant Susan Wright. "It helps to make sure they are headed in the right direction." She said some of the tough ques- tions which the public has to ask it- self is what are the services they are being provided, the growth po- tential of Middlesex and the county's role as it pertains to the day-to-day operation of the individ- ual municipalities. Growing expectations: Wright said the reason for a Strategic Plan is to look into growing citizen ex- pectations, look into both the loss of revenue from Westminister's tax- es and the declining resources, and examine the increasing workloads being put upon politicians and county staff. The Strategic Plan is not an Offi- cial Plan in that it does not direct all future decisions. "A lot of organizations are doing Strategic Plans but everyone has different ideas," said Wright. Middlesex Warden Joel Black- more said there are a lot of things the county has to look into as far as it's future is concerned. One of those being landfills. He said there have been munici- palities which have gone to the county in search of more Capacity to their overflowing sites. "We need 'to review what we do and how we do it," said Blackmore. At Tuesday's workshop, several small groups were formed so every- one could give their input and in those groups, they were asked to discuss four main topics. • What do you value about the county? • • • What are your major concerns for the future? • What are your views of services provided? • What can be done in the future to meet the needs of the county res- idents? As far as values go, Lucan coun- cillor Brian Smith said, "communi- ty spirit is very high in this vil- lage." Blackmore said the county politi- cians are trying to work closely with the residents and get their comments. "We're as close as politicians cart get. We can't walk away from this and say we'll never see them again." Following the Strategic Plan workshops, the consultants and the county's Strategic Planning Com- mittee will pour over the data they have gathered and will have more public meetings in the fall to dis- cuss their findings.
