EXETER - Tuning 16 may not
have the fringe benefits it used to.
Announced Thursday by transpor-
tation •Minister Gilles Pouliot, the
Ontario Government will be intro-
ducing the new licensing system in
the spring of 1994 as a large part of
the governments safety vision to
make Ontario roads safe.
"If it prevents inexperienced driv-
ers from getting on busy highways
and into situations they can't handle
then it's a good thing," said Sargent
Terry Divine of the Exeter detach-
ment OPP. "1n areas this system
has greatly reduced death and inju-
ry as all drivers don't have the same
ability. It's not just for kids, it's for
anyone who is getting a new li-
cense." Divine was confident that
i ew syttIllainveuld benefit all
drivers by flung those with new
licenses adhere to the new two lev-
el process, which will last a mini-
mum of -20 moms. In Level One,
new drivers will:
• will be allowed to drive only
Class G vehicles, (cars, vans, small
trucks);
• will be allowed to carry only as
many passengers as there are seat-
belts in the vehicle;
• may drive only when accompa-
nied by a fully licensed driver with
at least four years experience, who
has a blood alcohol level of less
than 0.05 percent;
• will be required to maintain a
zero blood alcohol level;
• will not be permitted to drive
on 400 -series highways, and some
multi laned urban expressways;
• will be restricted from driving
rig hifinttrs of midnight and
SaV.m., and
• will be required to display a ve-
hicle sign identifying themselves as
a new driver.
Level One will last 12 months,
but drivers will be able to reduce
the this time if they successfully
complete an approved driver edu-
cation course.
To enter Level Two, new drivers
will be required to pass a basic
drivers test with a government ex-
aminer. This Level will last approx-
imately 12 months. At this level
more privileges are granted but
blood alcohol and passenger limita-
tions remain the same.
At the end of Level Two, drivers
will have to pass an advanced test
focusing on their ability to recog-
nize and take appropriate actionsin
hazardous situations. A similar li-
censing system will be implement-
ed for first time motorcycle drivers
in the province.
"I am finding the Graduated Li-
cense system a bitter -sweet' -victo-
ry," said Mike Soldan, Driving In-
structor for the Huron County
Board of Education. " I am elated
that a program is being introduced
that will save hundreds of young
lives. Yet I am bitter and disap-
pointed that the government is
waiting until the spring of 1994 to
to begin it." Soldan quoted that in
Ontario 1100 people per year are
killed on Ontario highways. Of
those, one quarter are new drivers
aged 16 to 24.
Similar convictions were ex-
pressed by John Geiser of Geiser
Kneale Insurance, "It's a start, we -

Many students however, disa-
greed with the new system, "This is
totally unfair, just as many 18 year
olds have accidents as 16 year
olds." said grade 11 student Shelly
Gardner at South • Huron High
School.
The irony lies in the fact that the
transport Minister has come up
with this program, and encourages
everyone to take an approved Driv-
er E ucatien course; but the IUP
government has cut education
grams in Ontario, and has specifi-
cally named Drivers Education to
be cutin the fall budgets.
A committee of the Legislature
will seek public comments on the
details of the program. The times
and dates of the public consulta-
tions being held across the province
will be advertised. The public can
also get more information by call-
ing the Ministry's toll free tine, at
1-800-461-4803.
