Board of Education asks for
more co-operation with ministry
CLINTON - Huron County MPP
Paul Klopp was greeted by frustrat-
ed and concerned members of the
Huron County Board :of Education
at a special presentation during
Monday's meeting.
In a 12 -page brief presented by
representatives of the county board,
Klopp was urged to push the Onta-
rio govenunent towards co-
operating with the local board in
the process of financing and re-
forming educational programs.
"I can feel your anxiety," Klopp
said. "The message is clear that
changes are needed."
County board frustration is root-
ed in the release of a February 9,
memorandum by Dave Cooke,
Minister of Education and Train-
ing., It contsipe *. icey elements
of the•proposed-1993 General Leg-
islative Grants:
Trustees were concerned with
projected changes to the mill rate
which is used to calculate the
amount of provincial grants that
would come to the board of educa-
tion.
A media release from the County
Board forecasted that grants to the
board could be reduced by $1 mil-
lion.
"The ratepayers of Huron County
have been severely hurt by local ec-
onomic circumstances and now the
provincial government is attempt-
ing to download the educational

costs on a county -which simply
cannot afford it," stated Bea Daw-
son, board chairman.
"The Huron Public School Sys-
tem is a cost conscious, frugal or-
ganization. We have demonstrated
long time commitment to restraint
and careful management, she said.
Prior to the presentation, the ex-
ecutive committee also reported
that the increase in the mill rate
was set at an unrealistic level for
1993 since school boards are expe-
riencing little or no assessment
growth.
But the mill rate increase may
mean Huron education taxes could
increase by more than five percent
even if the board maintains a zero
percent expenditure rate.
$In defence of the Ontario govern-
ment, Klopp reminded the Board
that the system of assessment was
in use long before his party was in
power, but he agreed the system is
flawed and needed to be redefined.
The special presentation also
-touched on the need to redefine the
mandate of school boards since
'there has been an expansion of its
responsibilities and this is a further
burden on its diminishing finances.
