MINISTRY OF INDUSTRY, TRADE AND Ontario TECHNOLOGY Lucan OPP Sgt. says speeding not a problem LUCAN - While making his an- nual visit to Lucan council last Tuesday night, Ontario Provincial Police Staff Sergeant Bob Erskine said community policing is going very well in many parts of the prov- ince. Erskine said small offices in Ail- sa Craig and in London township at Arva are "bearing fruit". He added, "Along with Neighbourhood Watch programs in these communities and an officer close at hand most of the time it's paying off. We have a lot more sets of eyes and ears to tell us what is going on". The officer continued, "It seems to be easier for people to wander into a small office and talk to one officer than into a larger detach- ment". Erskine doesn't expect another small office in Lucan at this time, but it certainly could happen in the future. He added, "Our superiors are looking at better ways of man- agement of personnel more effi- ciently and community policing could be the way". His visit to council was to keep lines of communication open and 4:lfear concerns or issues. The OPP head said things were vselatively quiet in Lucan aside from Baa few minor car breakins before Christmas. Some expected large parties didn't materialize last sum- mer and this could be attributed to the weather and warnings from po- lice. When told a village resident sent in a request for a reduction in speed limit on Main street saying pedes- trians were in danger, Erskine said, "It's not needed. There is very little _speeding through the village. We -.hear complaints about trucks speed- ing, but when we check we find it's 7tot true. The size and noise from :the vehicles is misleading". Erskine continued, "I have been &ere for eight years and there hasn't ween a pedestrian accident during *that .time. There was one fatality, but it was weather and not speed re- lated". Bell Thorsen* bear Sir. 1 am writing in response to the Proposed Bell Canada rate increas- es. in the past I have defended Bell Canada against all and sundry when in conversation with Bell bashers. To my mind, Bell Canada provides one of the finest if not THE finest telephone system in the world. This includes quality of equipment and service and also reasonable cost. To provide this quality of ser- vice, Bell has spent millions of dollars on the local and province - wide network with all the interfac- es to the outside world that we ~now enjoy. But what happens? Along comes another company (or companies?) to grab part of the long distance market (in true ISO American style), -without having any re- sponsibility for the nitty gritty local service. 1 can accept the Bell view that the long distance seryice subsidizes the local service and long distance competition raises problems. Even though 1 believe Bell made a profit of $900 M last year! My hangup is the plight of people in small towns like my own, Exet- er. We, people of modest incomes, are subsidizing higher paid people in the big cities. Under the pro- posed new Community Calling Plan, the local call distance is a ra- dius of approximately 35 miles from the centres of the CCP areas • P and people in the Ottawa area will have access to something like sev- en hundred thousand telephones, Fax machines, etc. Toronto sub- scribers will have access to well over one million while at the same time, Exeter has a local call range of ten miles and access to about three thousand other Subscribers. This is not reflected in our line costs. By all means grant Bell their rate increase, but what about increasing our local call rang also to 35 miles. We would stilfonly have ac- cess to one third those of Ottawa and one fifth those of Toronto. Ei- ther that, or there should be a rate reduction for people in our predica- ment. Sanderson, Exeter Letter to Edit° heading between the lines Dear Editor: With regard to the town coun- cil's recent decision to implement their so-called "waste reduction - plan", let's take a closer look at this. Mayor Bruce Shaw and gang would have us believe that the_ goal of this is to reduce waste, pro- long the life of our dump and to raise funds to secure a new dump. We all will no doubt, save money. Lala, why don't they just come ,clears andiell us the truth? Fact is, phis 911.conceived plan will cost .till, ad 'or below middle income anges,,more money. Council says ahat'they-will3educe the mill rate that -is.R1y being spent on sanitation. Well, I have read be- tween the lines. If a house is assessed at, say $160,000 it will save $300 a year in taxes. Then, ifthey put out two bags a week.at curbside, they will pay -5208. Wiley save $92 a year. Nice little deal. However, a house .allso assessed at say $80,000 would save S150 a year in taxes. The same two bags would then 111 cost $208 - an increase of $58 a year. -So, the higher the assessment, the greater the savings. How many of our town officials live in houses assessed at $100,000 or less? Let's not forget those who rent, council hung them out to dry! Also, the lower the assessment, usually means a lower household income, which means a lower 'dis- posable" income, which in .tum means less garbage to get rid of in the first place. Why does council insist on shifting the tax burden lo the middle to low income families? What is next, people who don't -at- tend or have people in their house- hold in attendance at school, should then be exempt from education tax- es? Folks who don't drive cars should also not pay to maintain the roads. How about installing meters on all toilets in town? Let's say 500 a pull. Well, okay the. "waste reduction" idea is a good one, the payment method is what stinks. And yes, I do have a better idea. Firstly, let's not change the mill rate, this way council will have to really justify.a tax hike come budget time. Sec- ondly, let's give all households one tag a week for free. Then, charge _ $3 a tag for any additional tags. This will surely be a more sound incentive to reduce. This makes good sense and ensures fairness. Also, it should generate some mon- ey, if used properly, to secure a new site for all of our futures. If you agree with anything I have mentioned, let your council know how you feel, after all it is our town, our money. We put the peo- ple on council there to look after our town's best interests, not just some of our interests, all- collec- tively.
