Voting in favour were reeve Tom
McLaughlin, deputy reeve Harry
Wraith and councillor Reg Craw-

The work which is part of a vil-
lage five year pian is expected to be
completed by 1995. It will inclu8e
proper asphalt, curbs, gutters and -4
concrete culvert across the Whit-
field Drain along with instalimien
of watermains and sewers.
A delegation from the street at-
tending a recent council meeting
said they would be satisfied with
water, sewers and a chip and tar
surface on the road. They wished to
keep their trees and a quiet atmos-
phere without much traffic.
Councillor Brady, a resident of
Duchess said at Tuesday's meeting ,
" We want water and sewers and a
standard road, but not a culvert or a
through road."
When Brady said the water and
sewers were wanted, works super-
intendent Doug Johnston replied, "
if we put those services in the road
will have to be dug up completely.
The sewers would go right down
the middle of the road."
At council's request Don Pletch of
Huron -Middlesex Engineering pre-
pared a cost comparison between
curbs, gutters, asphalt and a con-
crete culvert and tar and chip resto-
ration with roadside ditching and a
proper pedestrian foot bridge.
Costs for installing the actual vas-
ter and sewer main and road exca-
vation would be the same for both
per•
Taking Ministry of Transporta-
tion subsidies into account the dif-
ference in price between the two al-
ternatives is approximately
$28,500. The difference between.a
concrete culvert and a pedestrian
footbridge is $10.500.
Reeve McLaughlin pointed out
that the Concrete culvert valued at
$75,000 will receive a 50 percent
province vie' -a
pedestrian tbotbridge to cost
$25;000 is not eligible fbr subsidy.
Members of the delegationmen-
tioned a figure of $90, for Ott
culvert at the protest meeting. This
was quashed by Pletch who said,
"'That's the first time I heard that
figure. ltwon't cost that much."
When the tar and chip program
'was discussed, Johnston said, "This
'would 'require roadside ditches on
'both sides of the road for storm wa-
ter and Janeway culverts for drive -

'ways."
Pletch advised that the life expec-
-4ancy of tar and chip is from'Z5'to
-40 percent that of proper hot mux

Councillor Crawford said Ise was
afraid of problems with further de-
velopment if council allows a street
to be reconstructed below proper
and provincial standards.
He added, " How could wc'tell a
developer he has to put in a first
class road when we allowed a pro-
ject like this to go ahead only half-
way.
Crawford continued, " If we al-
lowed a street to be constructed be-
low standards, a subdivider could
possibly want to use tar and chips
for the road surface in a new subdi-
vision since it would be cheaper
than curbs, gutters and asphalt. it
%would be setting a serious prece-

I'm a firm believer in progress, but
I hate to spend money on a project
that people don't want. Why not
just put in water and sewers and
leave it arid put the money into an-
other project?"
At this point Johnston said the
Toad would have to be dug up com-
pletely to install these two services.

state. He added, " The most we
owrould need to do would be to trim

Harry Wraith said he felt council
should "go for it all" and do a first
class job. When McLaughlin sug-
gested to proceed as planned,
Crawford added, Then we won't
