OTTAWA - Net cash income of
Canadian farmers is expected w
range between $6.7 and $7.7 billion
in 1992, an increase of between 23
and 41 percent over 1991, accord-
ing 4p a forecast released today by
Agriculture Canada economists.
The increase is due mainly to in-
creased program payments, Canadi-
an Wheat Board final payments and
an improve livestock outlook,
which more than offset lower crop
receipts.
Net cash income - which is the
measure of cash receipts less ex-
penses - is expected to increase in
1992 in all provinces except Prince
Edward Island. The largest increas-
es are expected in Ontario, Manito-
ba and Alberta
While income is expected to be
higher in 1992, projections for
1993 indicate a decline in net cash
income. Net cash income in 1993 is
currently forecast at between $5.6
billion and $6.7 billion. Realized
net income in 1993, which includes
depreciation, is expected to range
between $3.2 billion and $4.3 bil-
lion.
Provincially, net cash income is
forecast to decrease in all provinces
in 1993, except British Columbia.
A decrease of between nine and 24
percent is expected in the western
provinces while the eastern prov-
inces are expected to show a de-
crease of between four and 20 per-
cent. Saskatchewan and P.E.3. are
expected to show the largest de-
creases.
The decrease in Saskatchewan re-
flects the low quality of the 1992-
93 crop in some regions of the
province and the lower level of sup-
port available in Saskatchewan to
deal with such quality problems.
The provincial gross revenue insu-
rance plan was changed in 1992
and as a result does not compensate
for quality losses. The decrease in
P.E.I. is largely because of a drop
in program payments.
Net cash income for the grains
and oilseeds sector, which repre-
sents total receipts less expenses, is
expected to increase to between
$2.1 and $2.6 billion in 1992. This
represents an increase of between
four and 27 percent from 1991 lev-
els. For 1993, net cash income for
the grains and oilseeds sector is ex-
pected to be between $1.4 and $1.9
billion. For all other commodities,
net cash income is expected to be
between $4.6 and $5.1 billion for
1992, and between $4.1 and $5.0
billion for 1993. '
Emergency
farm aid
program
launched
CLINTON - Agricultural organi-
zations took the first steps in setting
up Huron Emergency Agricultural
Response Team (HEART) toapply
for emergency aid to meet the
needs of cash-strapped local farm-
ers.
Assistance will be sought from
church and education groups, as
welt as the Ontario Ministry of Ag -1
riculture and Food (OMAF) to
identify the needs of Huron County 1
farm families for emergency situa-
tions.
Winter Information meedtigs ale
planned to outline credit programs,
available for the 1993 crop year.
One promising program is the
Commodity Loan Program, first in-
stituted in 1992. Bankers have
stressed the importance of review-
ing credit needs early.
