Letter to Editor
Discretion questioned
Dear Editor:
This year the O.M.H.A. has
begun a programme to cut down
on hockey injuries caused by
hits from behind. No one in-
volved in the sport would argue
that this isn't a just cause. How
ever, a monster has been created
and our Lambton-Middlesex
league seems to be the creator.
The rule of the O.M.H.A. is to
call major penalties for hitting
frons behind with the addition of
a game penalty. If the infraction
occurs in the third pend the
next"" g1' n iv -considered „"the
game .
The Lambton-Middlescx
league automatically adds a fur-
ther one game suspension. Re-
ferees are warned to call all hits
from behind as major penalties.
Theyare also threatened that in-
juries occurring during the game
they are officiating could result
in civil suits against them.
This does a number of things.
Inexperienced referees are going
to call far more penalties, and
call questionable incidences be-
cause of the threat. They also
have their discretion to call a
penalty minor, major or deliber-
ate attempt to injure removed.
One older experienced referee
told me he would ignore a call
rather than see a kid suspended.
Notwithstanding, it would have
been a minor penalty by nature
but his experience tells him that
a questionable call or a bit from
behind that is minor in nature
shouldn't result in a player sit-
ting the rest of the game, plus a
possible two more games, so he
doesn't call them. The rule
change has robbed referees of
their discretion and the Lamb -
ton -Middlesex league has by
adding an extra game penalty
demonstrated a lack of faith in
the O.M.H.A.
The truth of the matter is that
the incidence hasn't changed sig-
nificantly but the num-
ber of calls has
increased and
the suspensions
have it reused.
This doesn't ,isake
sense.
The league operates
with the values to encourage all
players -to participate at their lev-
el yet it penalizes more severely
and takes the game away from
the players.
The leagues decision has also
overlooked the fact that our kids
are paying to play hockey, --not
being paid to play.
I have heard coaches from sev-
eral centres show their disgust
over the number of penalties and
the severity of such. This kind of
penalizing only discourages kids
and during the peewee/bantam
years, organizations begin losing
their enrolments due - to high
school activities. This is just an-
other reason for kids to seek oth-
er activities.
Referees are capable of calling
a penalty that they feel could
have been injurious. Let our re-
ferees have that discretion and
let him/her assess the call as ininor,
major or a deliberate attempt to in-
jure, then the O.M.H.A. can deal
with the discipline.
If one compares penalty minutes
versus incidence, nothing has
changes. This just ruins a 23 -game
schedule for a youth by setting him
out for a disproportionate amount
of time for the offence committed.
No faith is shown in referees and
no faith is shown for the O.M.H.A.
At the same time the league has
ignored every valid avenue to
clean up th..sporl. There have bee
no programmes -trictititreatOTlayers
about injuries, no sports injuries' i
clinics or any other means to edu-
cate players and organizations.
You have ignored the fact that
coaches have N.C.C.P. training
levels and your regard for coaches
and organizations is to be taken as
low in esteem by the fact that the
severity of penalties has been in-
creased.
I know no coach or organization
that wouldn't discourage rough and
dangerous play. Yet penalizing as
the league has shows little regard
for coaches, their training, the team
and their training. The league im-
plies that coaches can't control -
their players or the various centres
can't control their coaches.
This decision .was _made without
much thought and perhaps in haste
as well.
