Three-man officiating system
met with mixed feelings

?EXETER - •So far the response to the three-man of-
I1iiadng system in minor -hockey has been mixed.
This season, all bantam, mid-
get and juvenile games in both
the Shamrock and Western On-
tario Athletic Association
leagues will have a referee and
two linesmen.
Last year the playoffs saw a
referee on the ice and this year,
they've started right from the
first game and will continue all
season.
Carl Nickles is in charge of
-assigning the referees for a very
large area which includes Bay-
field, Parkhill, Stephen -Town-
ship, Thedford, Zurich, Lucan
and Exeter, he says the three-
man system is frustrating.
"They (referees) don't like it.
My guys are used to the two-
man system, it's frustrating,"
said Nickles.
His referees' association is
down to about 20 officials this
year and he's not exaggerating
when he says he schedules up to
600 games a month.
"Coming November we have
over 400 games our referees are
scheduled for."
Of those, only a Level Three
official can be the referee in a
three-man system. Jim Lewis is
one of those and he's been kept very busy lately. He
seems to like the new system.
"There might not be as much cheap stuff called but
it will be more consistent," said Lewis. "I think it's a

good idea because players will know what they can
do and Mut they can't."
There is a constant disagreement whether, or not
the two-man system is.better'beeause -two sets of
eyes calling penalties are better than
one,
'But on the other hand, a referee
watdtes'fbr penalties and does not have
to worry about such things Its icing and
offsides.
"They've gone from one extreme to
the next," said Bruce Cornish who
coaches the Lucan midgets. "I think the
two4nan system is better because they
both call penalties."
And -what-about -the players, how do
they feel?
"They hate it too. They feel it's too ex-
treme. I don't think they'll ever get -used
to it," added Cornish.
Minor'hockey is beginning to tighten
up with it's officiating and both hitting -
from -behind and high sticking penalties
are being watched more carefully, and
the penalties for both arc becoming

more severe.
A hitting -from -behind penalty now
brings a five-minute major and a game
misconduct_
The three-man system is one that has
been brought down to the various
teeagues and associations by the Ontario
Minor Hockey Association as dictated
by the Canadian Minor Hockey Associ-
ation.
"We don't like it, but there is nothing
we can do about it," said Nickles.
Although most minor hockey associations have not
increased the cost of registration, it won't be long be-
fore they have to bump the pncc tag to cover the
three-man officiating system.
