Rate increase considered
Zurich bylaw
planned to prevent
misuse of sewers
ZURICH - Village council met
Thursday evening to seek legal ad-
vice with the drafting of a bylaw to
get tough with those who arc possi-
bly misusing Zurich's sewage sys-
tem. Council also raised the likeli-
hood that residents can expect to
see increases in their sewage utility
rates in the near future.
Zurich council has spent consid-
erable time and money attempting
to track down problems with the
village's sewage system. Discov-
ered some time ago was the fact
that far too much water was passing
through the system, leading to the
suspicion that damaged lines were

allowing groundwater to enter, or
that storm drainage lines were mis-
takenly connected to the system.
While examinations of the sewer
lines have discovered some cracked
lines, reeve Bob Fisher said evi-
dence of possible illegal hookups
or damaged lines on private proper-
ty will require a bylaw to ensure
they are repaired.
Fisher also said the cost 01 other
repairs to the sewage system may
require a boost in rates for 1993 to
help raise the nececcary funds.
Clerk Maureen Simmons noted
the village has $28,000 in reserve
funds for the sewage system.
"It's a nice chunk, but it's nothing
when it comes to these repairs,"
said Fisher.
While the village needs to do
more inspection work on the sew-
ers, no provincial grants are pres-
ently available.
"They know we have problems,
but they're not giving out any mon-
ey under the Lifelines program,"
said Simmons.
Fisher said smoke tests did reveal
some faults on private properties
and said there was perhaps no point
in going ahead with more inspec-
tions until those problems were
solved.
"We have to pursue it," agreed
councillor Barb Jeffrey.
"We can't stop now," commented
councillor Dwayne Laporte.
Council agreed to seek legal ad-
vice to prepare a bylaw to enforce
repairs to sewage lines on private
properties.
