Council still
doesn't
want to see
Highway 83
downgraded
EXETER - Troubled that the
Ministry of Transportation still ap-
pears interested in turning three
provincial highways over to Huron
County, town council were consid-
ering what approach to recommend
to county council.
Deputy reeve Lossy Fuller asked
council for direction on the issue
since it now appears the ministry
wants to open discussion with the
county about highways 83, 84, and
87.
Councillor Ben Hoogenboom
was first to object to the discussion
and said he could remember when
Highway 97 east of Hickson was a
highway and has since become a
county road in much diminished
status.
"The minute you start to talk to
them 'well we'll take this or that'
then you're in a situtatnon of no re-
turn," said Hoogenboom.
Works superintendent Glen Kells
said some Exeter businesses could
be affected by the change of High-
way 83 to a county road. North -
lander, for instance, he •said, re-
quires permits for extra wide loads
- permits which are not allowed for
county row;::.
"1 think when you look at the dif-
ference in highway maintenar)cc
and county maintenance all you've
got to look at is Highway 83 in
winter, follow it into Perth County
and find snowdrifts across the
road," said Kells.
Reeve Bill Mickle voiced con-
cerns about the cost of the county
maintaining the highways.
"You not only deal with roads.
you also have to deal with bridges,
which arc very, very expensive.'
said Micklc
Clerk Liz Bell voiced some pug
zlement as to why the ministry is
trying to downgrade the highways
to county roads while also negotiat-
ing with Exeter to create a connect-
ing link agreement with the
Thames Road portion of the high-
way, as Main Street is a connecting
link for Highway 4.
"I don't know how they can be
talking to the county about 83 and
talking to the town about a connect-
ing link agreement," said Bell.
Mickle pointed out that if High-
way 83 became a county road after
the connecting link was estab-
lished, the problem would then be
that there is no such thing as a con-
necting Link for county roads.
"We've got a few things to iron
out with our dealings with the prov-
ince on 83," said Mickle.
Mickle said he agreed with Hoo-
genbo orn's opinion on the issue of
opposing the downgrading of the
highway, Fuller disagreed with
Hoogenbuu a's suggestions that no
discussions should be started.
"They think they (the county]
should talk about this before it is
dumped on us," said Fuller. "And
their think it will be dumped on us."
