VILLAGE OF GRAND BEND/TOWNSHIP OF STEPHEN
GRAND BEND AREA SEWAGE TREATMENT FACILITY
EXPANSION PROVINCIAL SEWAGE WORKS PROJECT
NO. 1-0271
M.M. Dillon Limited, Consulting Engineers and Planners, has
been retained by the Ministry of the Environment to prepare a
Class Environmental Assessment (EA) of the Grand Bend
Sewage System. The Study Area for the project is;
• the existing Village of Grand Bend
• lands in the Townships of Bosanquet and Stephen in tiie pro-
posed annexed area
• lands along Highway 21 to Highway 83, in the Township of
Stephen, including Grand Cove Estates.
The Class EA will proceed in four phases:
• Phase 1, "Problem Identification", will examine the capacity
problems of the existing sewage treatment facility.
• Phase 2, "Planning Alternatives", will evaluate various alter-
natives to solve these problems, including: modify and/or ex-
pand the existing facility; construct a new facility at the same
location as the existing facility or at a new location; reduce
sewage flows; Emit growth in the Study Area, or "do nothing." A
preferred planning alternative will be chosen at the end of
Phase 2.
• phase 3, "Design Alternatives", will evaluate various alterna-
tives for implementing the •preferred planning alternative.
Phase 3 will end with the identification of a preferred design al-
temative.
• During Pjlase 4, an Environmental Study Report (ESR) will
be prepared for public and govemrnent agency review. The
ESR will summarize the findings of Phases 1, 2 and 3 of the
Class EA process.
The detailed design and construction of the preferred design
alternative, may proceed.after Phase 4. The construction of the
project depends on the findings of the ESR and obtaining the
necessary approvals and financial commitments.
This project is subject to the requirements of MOE's "Class En-
vironmental Assessment Document for the Expansion or Up-
grading of an Existing Sewage or Water System" (approved
udder the Environmental Assessment Act in 1986). Under a
Class EA, the requirement to prepare an individual Environ-
mental Assessment is waived. However, if any person has sig-
nificant �_ ncerns which cannot be resolved with MOE, they are
entitled to request the Minis orale Environment to elevate
(or "bump up") the status of this project from a Class EA to an
individual Environmental Assessment.
Public Information Centres will be held during Phases 2 and 3
of the Class EA process. Subseque'd notices will advertise the
date and location of these centres.
