On Saturday, January 3, 1891 the
Medical Officer of Health report
indicates the presence of scarlet fe-
ver in the house of James Lankin,
with a card posted on his gate indi-
cating quarantine. An outbieak of
diptheria occurred in the township
in May 1894, resulting in ttte clos-
ing of Elimville and Sunshine
churches as well as the Winchelsea
school until such time as deemed
safe to reopen them, with such be-
ing thoroughly disinfected before
further use.
How to proceed with such a task?
By 1903, the Board of Health for
the Munieiptdity of lisborne trcog-
nized the use of formaldehyde as
the best means of disinfectant! A
motion passed by the Board re-
quired all persons notified by the
Board to have their premises disin-
fected to have such done by means
of the tamps belonging to the mu-
nicipality, to be used by. any duly

CLINTON - DIAMONDS- a dif-
ferently-abled group - arc looking
for more gems. If you're physically
challenged in any way, you arc in-
vited to attend a meeting on Janu-
ary 11 at 10 a.m. in the Winghani
Day Care Centre for Seniors (Jose-
phine Street), which,is fully access-
ible to wheelchairs. Family and
friends are welcome, too. A light
lunch will be served, and there will
be entertainment.
Fifty people attended the first Di-
amonds meeting in Clinton in No-
vcmbpr, but we know there are
many more challenged in Huron
County and surrounding areas. If
you wish to discuss problems
you've encountered with transporta-
tion, housing, services, etc., or if
you want to meet people who share
youjconcems, or if you, just want a
day out, Diamonds arc eager to in-
clude you.
The Diamonds are also urging
you to attend a meeting of the
Board of Health in Goderich on
January 15 at I p.m., at which a
representative of the Ministry of
Transportation will discuss a pro-
posed accessible transit system for
Huron County. Diamonds will also
meet with Ministry of Health offs=
cials in Clinton on January 16 at 2
p.m. to learn about the province's
new long-term care reform. Both
meetings are vital to all physically
challenged people.

Watch for hiring quota
laws, expert warns
VANASTRA - The Ontario gov-
ernment's pending Employment
Equity legislation is certain to
mean problems for small business
operators, says human resource
specialist Yvonne Fried.
Fried, head of the Kenchtul gro-
cery store chain human resource
department gave this warning to
more than 90 Huron County busi-
ness people at a Federal Business
Development Bank seminar in Va-
nastra on January 8.
While Fried's seminar focused on
Human Rights in hiring and 'firing,
she predicted that employers will
lace even greater headaches with
the Employment Equity legislation.
The NDP bill proposes to set tar-
gets and goals in public and private
businesses to assure employment
for more women and minorities.
Employment guidelines will be set
for certain population areas, and
will be -based on percentages of
women and minority groups.
Fried told her Vanastra audience
that the government would take an
area, like Huron County, and as-
sess the percentage of women, dis-
abled persons and visible minori-
ties. In turn, , businesses would be
required to hire an equivalent per-
centagef its staff using these
guideli es.
"It throws Human Rights out of
the window," Fried said. "Next
you'll be told you don't have
enough native employees (for in-
stance) and you'll have to hire a na-
tive in spite of the fact that he may
not be best qualified."
Ontario Citizenship Minister
Elaine Ziemba has said that compa-
nies will not be forced to hire quo-
tas, but regional guidelines must be
followed or heavy fines could be
charged.
Final bill proposals will detail
which companies may be subject to
the legislation. Initial proposals call
for the law to cover all companies
with annual payrolls of more than
5300,000. The bill may cover com-
panies with a minimum of 10 em-
ployees, or less stringent rules may
be applied to small business.
Ziemba hopes to present a draft
crop of the bill to the provincial
Legislature this spring.

If the remedies of a visit to the

perhaps one of the following reci-

Logbooms
for safety
EXETER - The Morrison Dam
Reservoir is receiving a safety face-
lift! A Risk Management Study of
all Ausablc Bayfield Conservation
Authority (ABCA) properties iden-
tified the Morrison Dam control
structure as a possible hazard area.
A physical floating barrier consist-
ing of a log boom has been placed
in a strategic point near the control
structure to keep recreationists
away from the spillway. Forest
Management of local Conservation
and Management Areas provided
the Authority with some of the ma-
terials to construct the 50 meter
chained log boom.
The NDP Economic. Stimulus
Program provided the Authority'
with funding for 85 percent of the
cost of the Authority implementing
the project. The remaining 15 per-
t ent cost of the project will be paid
from the ABCA general levy and
Special Benefitting Monies provid-
ed by the Town of Exeter and Us -
borne Township who participate in
the maintenance of the Morrison
Dam. The Log Boom will pmvide a
means of protecting recreationists
on the reservoir from getting too
close to the control structure spill-
way.
