A stroll on the pier
The family and friends of Jake Nunn of Detroit, had hoped for a little Canadian winter
weather to enjoy some skiing in the Pinery. However, on Saturday they had to settle for a
walk along the beach and the pier in Grand Bend. Nunn said his family likes to come up
to their cottage in Oakwood at least once a winter, and were not prepared to cancel their
trip on account of this month's unseasonal temperatures.

STEPHEN TOWNSHIP - Look-
ing ahead and planning for the fu-
ture is the .main objective of the
Commission on Planning and De-
velopment Reform in Ontario.
The commission was announced
on June 12, 1 491 by Municipal Af-
fairs Minister Dave Cooke and was
broken into different groups which
have met and will now be holding
public meetings across the prov-
ince.
Stephen Township Administrator
Larry Brown is a member of the
Cottage Country Working Group.
"George. Penfold used to be our
planner here in Stephen Township.
He is now a professor at the Uni-
versity of Guelph and he is on that
commission. He is aware of our
connection to this cottage issue,"
said Brown.
Penfold is the commissioner and,
Ironically, his position at the uni-
versity was taken over by Huron
County Senior Planner Wayne
Caldwell.
Stephen Township has many cot-
tages including those in Oakwood.
The Commissioi s Cottage Coun
try Group has eight goals which
vary from the enhancing of water
quality to municipalities providing
reasonable public access to all but
the smallest lakes and rivers.
Another goal involves the. safc
use and enjoyment of water and to
protect the natural environment.
Municipalities will' have the ability
and responsibility to control and
resonate such things as operation of
boats.' .
"They are looking at the - overal l
planning process in Ontario. Better
ways to plan, changing the whole
act and looking at the role of the
OMB [Ontario Municipal Board) in
the process. Just a better way of
doing things in the future."
Brown says the commission
looks at the kind of rules and crite-
ria to evaluate .how development
should happen.

The next step for the commission
is to have a ,series of public meet-
ings where the goals will be pre-
sented. A public meeting is sched-
uled for London at the -Middlesex
Comity Administration Building,

Call for eight-month harbour mater
Extended harbour season sought
GRAND BEND - it may still be a
few months -away before the boats
$o in the water in Grand Bend, but
plans are underway toput a harbour
master on the job for as many as
eight months.
Don Pearson, the chairman of the
village's harbour committee said
they -wilt fie- approaching -council
with the idea in the near future.
"We're looking at hiring a har-
bour master for longer than the tra-
ditional four or five months," said
Pegrson. "There- is too much work
out of the actual season that has to
be done.
He said • that includes selling
dockage space and contracting out
various repairs.
Pearson noted that this position,
which has to be approved by r,rand
Bend -Council, -could -be- seven -or
eight months the first year. .
"The position will probably run
until October and,start up again
March 1."
Grand Bend's harbour committee
is being restructured and Pearson
said the nine members will be di-
vided into three sub -committees.
They arc; administration and fi-
nance, operation which includes
customer services and a new water-
front activities sub -committee.
The latter group will be responsi-
blc for the beach patrol, a duty
which in the past had been handled
by a council member
"We felt it was ' .1 to expand
harbour's jurisdiction to include
everything that occurs within the
river," said Pearson.
• The committee's budget is about
'5300,000 according to Pearson. Of
th it, $15,000 comes from the fed-
cr II ministry, Small Crafts Harbour
fc the dredging of the mouth of
the Ausable River.
"It's [budget' going to be a little
more modest than the last couple of
years primarily because we are in a
deficit situation."
The deficit comes from the con-
struction of the new launch ramp
last year which cost abut $40,000.
Pearson said there arc few com-
plaints about the new ramp.
