GATT talks continue TORONTO - The agriculture ministers of Ontario and British Columbia urged the federal gover- ment to toughen its position de- fending the supply management system at the GATT talks. Elmer Buchanan, Ontario Agriculture and Food Minister and Bill Barlee, British Columbia Minister of Agri- culture, Fisheries and Food agreed to take a united position on the trade negotiations last week. "Mr. Barlee and I agreed that our negotiators must continue to de- fend our supply management sys- tem," Buchanan said. "We urge the federal government not to blink in the face of opposition during this crucial period of talks." "Thousands of farmers and rural communities right across the coun- try will be adversely affected if the supply management system is com- promised under the GATT," Barlee said "This is why we're standing firm in our conviction that Article XI of the agreement must be strengthened and clarified." Article XI of the GATT allows countries to restrict the import of food under certain conditions. Sup- ply management in Canada meets these conditions by controlling do- mestic production of such products as poultry, eggs and milk. Uncer- tainties over interpretations of Arti- cle XI have raised farmers' con- cerns on their ability to continue operating under the supply manag- ment syet ,-1'hO_p t GATT talks is expected to result in a solid agreement on agriculture be- fore Christmas. The ministers also agreed to con- tinue pressing for reductions in ex- port subsidies, blamed for driving commodity prices to near -record lows. The ministers also discussed land use issues, financial pressures affecting horticultural producers, and ways to alleviate them, the na- tional apple marketing commission proposal and the recently - announced B.C. program to assist tree -fruit growers.
