HomeMy WebLinkAboutTimes Advocate, 1991-12-04, Page 34Pape 34 Times -Advocate, December 4, 1991 Board of Ed accepts brief on transfer payments By Ray Lewis CLINTON - The Huron County Board of Education (HCBE) voted at the November 25 meeting to ac- cept a brief prepared by the Ontario Public School Board's Association (OPSBA) on 1992 transfer pay- ments and the government's com- mitment to education. The brief states if the 1992 trans- fers to elementary and secondary education are not at least at the 1991 level, then the provincial gov- ernment must defer implementa- tion of all new mandatory pro- grams. These programs would include mandatory junior and sen- ior kindergarten and the integration of special education into the regu- lar classroom. "The picture for 1991-92 looks extremely bleak," said director Bob Allan. "Transfer payments appear they will be at an historic low." In a memorandum to the board, OPSBA president Paula Dunning stated the OPSBA is seeking an emergency meeting with Minister of Education Tony Silipo to review recommendations established in the brief. The brief urges the provincial government to consider important criteria, such as already determined wage settlements, enrollment growth, cost of mandatory pro- grams, cost of environmental/ occupational health and saf leg- islation, and compensatio for pooling of commercial and indus al assessment, before allocating support to education in 1992 trans- fer payments. "If the government is going to implement new programs, they should also be prepared to provide funding for them," explained vice - chair Bea Dawson. The OPSBA urges the province to announce its intentions regarding 1992 transfer payments to the pub- lic sector no later than mid- December, to enable boards the op- portunity of proceeding with their budgeting, according to the impact of policy decisions regarding re- straint. The board also suggests figures of the General Legislative Grant Program be released as soon as pos- sible in the new year to help school board budgeting. In addition, the OPSBA recom- mends the government allocate a significant portion of the operating funds to education to the basic per pupil grant of the General Legisla- tive Grant program. The brief also suggests the gov- ernment establish a new special as- sistance grant to school boards in economically depressed areas, simi- lar to the emergency funding pro- vided to municipalities under the Unconditional Grant Program. To assist all boards in this prov- ince in providing more cost effec- tive education, OPSBA requests the Ministry of Education establish a public/separate/French language forum in which there can be an ex- amination of more creative partner- ships in the delivery of education. Stephen Township unveils new garage CREDITON - Stephen Township unveiled its new six -bay road works garage Saturday afternoon to a small group of ratepayers who came to see the official opening of their latest public building. Unfortunately, violent high winds wreaked havoc on the building's ven- tilation louvers, creating a background cacophony which occasionally drowned out the ceremony. Reeve Tom Tomes acknowledged the several building contractors which worked on the project, including GDL Construction of Dashwood, Trieb- ner Electric, Gord Slaght Plumbing, M&M Painting, and Jones Gravel. "It was a local job," said Tomes of the fact that virtually all contractors came from the township or the surrounding area. The high winds and blowing dust also encouraged the relocation of the brief ribbon cutting to a safer indoor locale in front of the audience. Huron MPP Paul Klopp expressed thanks to the Ministry of Transporta- tion representatives "for helping get more of out tax dollars back into rural Ontario." Klopp said the new garage was more energy efficient, provided a better environment for staff and the equipment, and should realize a savings in the long run. Hugh McGugan from the MTO congratulated architect Bill Kelly on his "practical, efficient design" and pointed out Stephen's was the third Kelly - designed garage he had opened in Huron this year. Eric Finkbeiner, the township road superintendent, who was credited by Tomes for getting council to consider building the new garage, explained some of the features of the building to the audience. He said the facility will aid the servicing of the township's 120 miles of roadway and 100 miles of water line.
