council asks:
Why still
no 911
service?
EXETER - Town council were
wondering Monday evening why
promises for universal 911 emer-
gency dispatching has yet to be-
come a reality in many rural areas
of Ontario, Exeter included.
The concern was spurred by a pe-
tition from the Township of Som -
bra to demand the province take
over the responsibility of making
911 service Ontario -wide.
Some councillors questioned
whether the issue was one of plac-
ing the costs with municipalities
who currently fund 911, or to make
the province pay. Others suggested
that Bell Canada's virtual monopoly
on telephone service in Ontario is
at the root of keeping the service
too expensive for many areas.
"If those of us who have small
children were to ask them what the
number is to dial in an emergency,
they would answer 911," said Ben
Hoogenboom, adding that for Exet-
er and the surrounding area, that is
the wrong answer.
Hoogenboom pointed out tele-
phone service competition in the
U.S. has driven down costs of 1-
800 service for businesses, but said
the monopoly of Bell Canada has
not done the same in Canada. He
speculated the same might apply to
911 emergency service.
"I would agree with Ben," said
councillor Ervin Sillery. "But the
question is who to send it on to.
Should it be county -centred or
Southwestern Ontario -centred."
Klungel wondered if it would
make sense to contact Bell and ask
them about plans for future 911 ser-
vice, and ask if the creation of a
larger area of service area might
bring costs down.
"Did our costs come down when
we added so many homes in Exet-
r?" commented councillor Doro-
hy Chapman.

ber meeting of the Mt. Carmel
Catholic Women's League the
president opened with prayer
with 20 members attending.
The C.W.L. in Mt. Carmel is
celebrating its 70th anniversary
on October 20.
There were' 30 baptismal
stoles made for children being
baptized at ML Carmel. A mo-
tion was made that the CWL
give a donation towards the
playground equipment for the
Mt. Carmel school. The ladies
agreed that the money from the
grocery tapes from local stores
go towards the school equip-
ment.
Plans for a bazaar are under
way and will be held November
9 at Dashwood from 9 a.m. to 2
p.m.

Five fined in Exeter
Justice of the Peace Court

EXETER - In Justice of the Peace Court in
Exeter last Tuesday morning Gerald W. Hynes
of Kirkton was fined $253.75 by Justice of the
Peace Karen Sturdy and given 30 days to pay af-
ter entering a plea of not guilty to a charge of
driving without a license.
The court heard that the accused was stopped
for speeding on Highway 83 on July 11 and
could not produce his license. After the oficer
ran a check on Hynes' ownership he found his li-
cense to have been suspended for unpaid fines.
The accused said he was unaware of the suspension, and his li-
cense had expired on July 1, 1991 but he hadn't renewed it because
his wife usually looks after those things.
Unsafe vehicle
Christopher G. Dayman of Lucan pleaded guilty to a charge of op-
erating an unsafe motor vehicle after being stopped by police on
Waterloo St. in Exeter on September 10.
The officer inspecting the vehicle found the windshield to be brok-
en on the drivers' side, the parking brake seized and worn rear tires.
The gas tank was also leaking badly.
The plates were seized from the 1979 vehicle, and Dayman was
charged $53.75 and given 60 days to pay.
Driving under suspension
Mary -Jane Totten of Zurich received a fine of $503.75 for driving
while under suspension.
The accused was stopped August 11 for a noisy muffler, and the
officer found that her license had been suspended April 8, 1991 for
an indefinite length due to unpaid fines.
The accused was given 30 days in which to pay.
Car windows coated
Colour coating on car windows resulted in a fine of $78.75 for
John Scatchard of Grand Bend.
The court heard that on August 17 on Highway 21 in Stephen
Township, an officer noticed a black chevy half ton truck exiting the
Oakwood Inn. The windows were extremely dark and the officer
couldn't identify the gender of the driver. The windows on the driv-
er and passenger sides, front, back and rear were darkened.
Scatchard was given 30 days in which to pay the fine.
Speeding
Alar T. Petersoo of Mississauga entered a plea of not guilty to a
charge of speeding on Highway 83 doing 104 in and 80 km/h zone
on June 29.
Police told the court that radar registered the car at 124 km/h and
was visibly travelling above the speed limit, _The reading stayed on
until the vehicle belonging to the accused had passed the officers, at
which point they turned and stopped the car.
The accused said that there was a car 20 metres ahead of him and
another 50 metres behind him, and felt the officer clicked one of
them as he was driving a Pontiac 6000 and not a Buick as the ticket
claims.
The accused did admit that his speed was close to 100 km/h, but
said the first vehicle may have obstructed the officer's view of his
car.
Petersoo was fined $93.75 and given 30 days to pay.
